Home Ministry Forms High-Level Committee to Examine Demographic Changes Across India

Union Home Minister Amit Shah said that illegal infiltration and other reasons leading to Unnatural Demographic Change is a very big challenge for the present and future of any nation

New Delhi, May 26, 2026: The Central Government has constituted a high-level committee to study demographic changes taking place in different parts of the country due to illegal immigration and other factors, and to recommend measures for addressing the challenges arising from such shifts.

The committee has been established as part of the “High-powered Demography Mission” announced by Prime Minister Narendra Modi during his Independence Day address on August 15, 2025. The proposal received approval from the Union Cabinet in September last year.

Justice P.P. Navlekar to Head Panel

The committee will be chaired by retired Justice Prakash Prabhakar Navlekar. Its members include the Census Commissioner, former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava, and economist Dr. Shamika Ravi. The Joint Secretary (Foreigners-I) in the Ministry of Home Affairs will serve as the Member Secretary.

The panel has been given one year to submit its report, with a provision for an extension of up to six months if required.

Amit Shah Highlights National Concerns

Announcing the formation of the committee, Union Home Minister Amit Shah said that illegal infiltration and other factors contributing to what he termed “unnatural demographic change” pose significant challenges for the country’s present and future.

According to Shah, demographic changes have implications beyond population statistics and are linked to issues such as national security, sovereignty, law and order, social stability, and the preservation of tribal communities. He said the committee would undertake a detailed assessment of demographic trends across the country and propose practical, time-bound solutions.

Broad Mandate for Scientific Assessment

The newly formed body has been tasked with conducting a scientific evaluation of demographic changes occurring in various regions. It will examine the causes behind such shifts, including illegal immigration, cross-border activities, economic opportunities, settlement patterns, and socio-environmental factors.

The committee will also study population changes among different religious and social groups, particularly in areas where demographic trends significantly differ from broader national patterns.

Policy and Administrative Recommendations

As part of its mandate, the panel will recommend policy, legislative, and administrative measures to address demographic challenges. It will explore mechanisms for the identification, detention, and deportation of illegal immigrants through a legal and time-bound process.

Additionally, the committee will suggest ways to strengthen border management systems, improve population monitoring mechanisms, and enhance coordination between the Centre and state governments on issues related to illegal immigration and demographic imbalances.

Report Expected Within One Year

The Ministry of Home Affairs has stated that the committee’s findings and recommendations will serve as a basis for developing a comprehensive framework to address demographic concerns and ensure effective monitoring of long-term population trends across the country.
