Delhi Chief Minister Smt. Rekha Gupta has written to Union Minister for Housing and Urban Affairs Shri Manohar Lal, requesting the Central Government to provide ₹100 crore as first-phase financial assistance for the effective implementation of the revised PM-UDAY (Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana) scheme in the national capital. She has sought the funds for setting up the DRISHTI-based modern land survey and mapping system, establishing PM-UDAY cells at the district level, and carrying out a comprehensive public awareness campaign.

The Chief Minister said that the revised regulations, notified on April 6, 2026, have provided a new legal framework for granting property rights to residents of unauthorised colonies. She added that the provision to regularise these colonies on an ‘as-is-where-is’ basis will make the process of securing property rights simpler and more effective for lakhs of residents. She further stated that the Revenue Department of the Delhi Government has been designated as the nodal agency for implementing the PM-UDAY scheme. Under its expanded responsibilities, the department will establish PM-UDAY cells in all 13 districts of Delhi, each headed by an Additional District Magistrate (ADM). In addition, a large-scale exercise covering physical verification of properties, digital mapping using modern technology, and updating land records across Delhi’s 1,511 unauthorised colonies will be undertaken. An allocation of ₹100 crore has been proposed for the first phase during 2026-27 to ensure these activities are completed within the prescribed timeline.

The Chief Minister’s letter also provides a detailed break-up of the proposed expenditure. Of the total amount, ₹65 crore has been earmarked for developing the modern land survey and mapping system under the DRISHTI initiative. This will make the entire process of property verification and land records modernisation more transparent, accurate and technology-driven. Another ₹25 crore has been proposed for setting up PM-UDAY cells across Delhi’s 13 districts and at the headquarters. Without these cells, it will not be possible to issue property-related documents and authorisation letters within the stipulated 45-day timeline. The proposal also sets aside ₹10 crore for public awareness and outreach activities. These funds will be used to organise workshops with Resident Welfare Associations (RWAs), establish help desks, disseminate information on Standard Operating Procedures (SOPs), explain the role of ADMs, provide details on important eligibility-related dates, and spread awareness about the scheme through single-window camps.

In her letter, Chief Minister Rekha Gupta has requested that the ₹100 crore package for the first phase be approved under the Urban Development Fund (UDF). She said that the institutional framework required for implementing the scheme has already been notified and the work has commenced. Timely financial support from the Central Government, she added, will help ensure that lakhs of Delhi residents receive the benefits of property rights at the earliest and with greater ease. Expressing her gratitude to the Central Government for its support in the implementation of the PM-UDAY scheme, the Chief Minister requested an early and positive decision on the proposal along with the necessary approvals.
