New Delhi, July 15: The Delhi Cabinet, led by Chief Minister Rekha Gupta, has approved the Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026, paving the way for a modern, technology-driven governance framework that makes time-bound delivery of public services a legal right for every citizen.

The proposed legislation replaces the Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011, with a comprehensive legal framework aimed at improving efficiency, transparency, and accountability in public service delivery.

According to the government, the Bill introduces several key reforms, including a legal guarantee for time-bound delivery of government services, end-to-end digital service delivery, and an automatic escalation mechanism for cases where prescribed timelines are not met.

The legislation also proposes the establishment of an independent citizen grievance redressal mechanism and a Delhi Right to Service Commission to oversee implementation, monitor compliance, and strengthen accountability across government departments.

To ensure timely service delivery, the Bill includes provisions for penalties against officials responsible for unjustified delays, while promoting transparent and technology-driven governance.

The Delhi government said the legislation is inspired by the spirit of Seva Hi Sankalp and reflects its commitment to building a more efficient, transparent, and citizen-focused administration. It added that the reform is a significant step toward realizing the vision of a Viksit Delhi by ensuring faster, accountable, and seamless public service delivery.
