Delhi Unveils Creative Education Push with DSEU–MAAC Partnership, Targets 20 Lakh Jobs by 2030

The initiatives are strategically timed to feed a projected national requirement for nearly 20 lakh skilled creative professionals by 2030.

NEW DELHI,13 JULY 2026 — In a major boost to skill-based higher education, a formal contract has been signed to launch university-degree pathways for India’s rapidly growing creative industry.
The Delhi Skill and Entrepreneurship University (DSEU) has officially signed a Memorandum of Understanding (MoU) with MEL Training & Assessments Limited, the parent company of the well-known Maya Academy of Advanced Creativity (MAAC).
Signed for a duration of five years, this legal agreement bridges high-quality industry training with official academic recognition.
Under the partnership, MAAC will design the curriculum and handle industry placements, while DSEU will provide the campus infrastructure, conduct examinations, and award formal degrees.
Crucially, these new programs will strictly align with India’s National Education Policy (NEP) and the National Credit Framework (NCrF).
Championing this massive push for the state’s creative youth, Ashish Sood, Hon’ble Minister for Education, Higher Education, and Training & Technical Education, Government of NCT of Delhi, announced three interconnected initiatives designed to turn Delhi into a powerhouse for the “Orange Economy” (the creative and cultural industries):
The DSEU–MAAC Degree Partnership: Driven directly under the Minister’s Higher Education and Technical Education portfolios, this flagship program gives Class 12 graduates a credible, university-recognized degree pathway, allowing them to pursue global career and academic opportunities with confidence.
The National Film & Design Hackathon: Managed via the state’s school and education infrastructure, this hands-on “Learn By Doing” creative competition will train 20,000 Delhi students for free, introducing young learners to early career paths in media and design.
The Delhi Creators & AVGC-XR Federation: The formation of this new apex industry body will bring together over 300 animation, gaming, and tech professionals to directly assist the Minister’s departments in drafting a progressive, industry-aligned local policy.
These steps directly support the Government of India’s national roadmap, which identifies the AVGC-XR sector—spanning Animation, Visual Effects, Gaming, Comics, and Extended Reality—as a crucial “Sunrise Sector.”
The industry is currently booming at an aggressive growth rate of 16% to 17% (Compound Annual Growth Rate). With a massive national requirement for nearly 2 million (20 lakh) skilled professionals by the year 2030, Delhi’s new initiatives under Minister Shri Sood’s departments are strategically timed.
By combining school-level training, official university degrees, and a dedicated state policy framework, Delhi is moving fast to fulfill the central government’s ultimate vision: “Create in India, Create for the World.”
