India Expands Strategic Petroleum Reserves & Boosts Clean Energy Initiatives

New Delhi 20,March,2025: The Government of India, through Indian Strategic Petroleum Reserve Limited (ISPRL), has established Strategic Petroleum Reserve (SPR) facilities with a total capacity of 5.33 Million Metric Tonnes (MMT) at three locations:

  • Vishakhapatnam (1.33 MMT)
  • Mangaluru (1.5 MMT)
  • Padur (2.5 MMT)

To further enhance crude oil storage, the government approved two additional commercial-cum-strategic petroleum reserve facilities in July 2021, adding a total of 6.5 MMT capacity at:

  • Chandikhol, Odisha (4 MMT)
  • Padur, Karnataka (2.5 MMT)

These projects are being developed under a Public-Private Partnership (PPP) model. The government and Oil Marketing Companies (OMCs) regularly assess the feasibility of expanding storage capacities, with new sites under continuous evaluation.

Diversification of Crude Imports

To reduce dependency on a single region for crude supply, Indian Oil Public Sector Undertakings (PSUs) have diversified their import basket by sourcing oil from multiple regions, including the Middle East, Africa, North America, and South America. Additionally, India has expanded its LNG imports by adding Australia, the USA, and the UAE as sourcing destinations. The country has also entered into long-term LNG procurement agreements to ensure uninterrupted supply and protection against price fluctuations.

Government Push for Clean Energy

As part of its strategy to reduce reliance on fossil fuels, the government has implemented various initiatives, including:
Transitioning to a gas-based economy by promoting natural gas as fuel and feedstock.
Encouraging renewable and alternative fuels such as ethanol, second-generation ethanol, compressed biogas, biodiesel, green hydrogen, and electric vehicles (EVs).
Enhancing refinery efficiency through process improvements and energy conservation.
Increasing domestic oil and natural gas production through various policy reforms.

Promoting Biofuels and Green Energy

To boost the use of Compressed Biogas (CBG) as a transportation fuel, the government launched the Sustainable Alternative Towards Affordable Transportation (SATAT) initiative. Additionally, biofuel adoption is being accelerated through programs such as:
🔹 Ethanol Blended Petrol (EBP) Program – Petrol blended with ethanol.
🔹 Biodiesel Blending Program – Biodiesel blended with diesel.

These measures are aimed at enhancing energy security, reducing carbon emissions, and promoting a sustainable energy future for India.
