New Delhi, November 12, 2025: Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, and Minister of State for Personnel, Public Grievances & Pensions, Dr. Jitendra Singh, today addressed a group of senior Mauritian bureaucrats at the National Centre for Good Governance (NCGG), New Delhi. He emphasized the growing importance of the ‘Blue Economy’ as a shared area of opportunity and innovation for both nations.
Calling India and Mauritius “natural maritime partners,” Dr. Singh underscored collaboration in ocean technologies, fisheries, and desalination as “new frontiers of sustainable growth and mutual prosperity.”
Dr. Singh outlined how India’s achievements in marine resource management, particularly through the Deep Ocean Mission, could support Mauritius in meeting its development and climate goals. He highlighted India’s expertise in desalination technology, which has already transformed lives in India’s coastal and island regions like Lakshadweep.
“Water, water everywhere, not enough to drink—this contradiction can be addressed through technology,” Dr. Singh remarked.
“Our desalination plants have converted seawater into drinking water while also producing green energy.”
He suggested that India and Mauritius could jointly design a ten-year blueprint for advancing the Blue Economy, covering marine research, renewable energy, and sustainable fisheries.
The delegation of 17 senior officials from 14 Mauritian ministries, led by Dr. Dhanandjay Kawol, Senior Chief Executive, Ministry of Public Service and Administrative Reforms, is participating in the 2nd Capacity Building Programme for Senior Civil Servants being held from November 10–15, 2025.
This training initiative is part of a bilateral cooperation framework signed between India and Mauritius in March 2025, under which 500 Mauritian civil servants will be trained over five years.
Mauritian delegates expressed appreciation for India’s ongoing support in areas such as:
Establishment of the Forensic Science Laboratory
Renewable energy projects, including floating solar panels
Digital governance and education reforms
Performance-based budgeting and public accountability frameworks
Dr. Jitendra Singh noted that technology has become a key driver of transparency and public trust.
“Technology contributes to transparency, and transparency leads to transformation,” he said, referring to India’s decade-long digital governance revolution.
He also called the India–Mauritius cooperation in civil service training a “fruitful investment in future governance,” aimed at creating efficient, transparent, and citizen-centric administrations in both countries.
Highlighting the deep historical and cultural bonds between India and Mauritius—where nearly 70% of the population traces its roots to India—Dr. Singh said the bilateral relationship extends across education, maritime security, infrastructure, and skill development.
The Minister added that ongoing collaboration in blue economy development, renewable energy, and desalination technologies would define the next decade of India–Mauritius partnership, aligning with the broader vision of a sustainable and resilient Indo-Pacific region.
