India, Mauritius Sign Agreements to Strengthen Energy Security

IOCL to meet Mauritius’ entire import requirement of petrol, diesel and aviation fuel under five-year pact

New Delhi, August 22, 2026:Union Minister for Petroleum and Natural Gas Hardeep Singh Puri undertook an official visit to Mauritius from August 20-21, strengthening India-Mauritius cooperation in the energy sector.

During the visit, India and Mauritius exchanged a Government-to-Government Memorandum of Understanding (MoU) on cooperation in the oil and gas sector. A five-year long-term Sales and Purchase Agreement was also signed between Indian Oil Corporation Limited (IOCL) and the State Trading Corporation (STC) of Mauritius for the supply of petroleum products.

Under the agreement, IOCL will supply Mauritius’ entire import requirement of Motor Spirit, High Speed Diesel and Aviation Turbine Fuel, providing the island nation with assured supplies and greater protection against international price volatility.

The MoU institutionalises the longstanding energy partnership between India and Mauritius and covers petroleum product supplies, training and capacity building for Mauritian officials, as well as cooperation in biofuels.

During his visit, Puri met Prime Minister of Mauritius Dr. Navinchandra Ramgoolam and held bilateral discussions with Minister of Energy and Public Utilities Patrick Gervais Assirvaden, Minister of Commerce and Consumer Protection John Michaël Tzoun Sao Yeung Sik Yuen and Minister of Foreign Affairs, Regional Integration and International Trade Dhananjay Ramful.

The Union Minister also participated in the groundbreaking ceremony for India Oil (Mauritius) Ltd’s 27.5 TMT bunker marine fuel storage facility at Mer Rouge, Port Louis.

India strengthens role as dependable energy partner

India has emerged as a major global refining hub, producing around 267 million metric tonnes of refined petroleum products annually through 23 refineries. The country is a net exporter of refined petroleum products and supplies fuel to several countries in the region and beyond.

The long-term agreement with Mauritius strengthens India’s role as the country’s anchor fuel supplier and expands its strategic and economic presence in the Indian Ocean region.

MoU expands cooperation in biofuels

The agreement also promotes cooperation in biofuels through knowledge exchange, research and training. Mauritius is a founding member of the Global Biofuels Alliance, an initiative piloted by India during its G20 Presidency.

The GBA Secretariat has partnered with Mauritius’ Ministry of Energy and Public Utilities to develop a Biofuels Country Landscape Policy framework. Puri and Assirvaden jointly witnessed the launch of the framework on August 21, marking a step towards exploring biofuels as part of Mauritius’ energy transition.
