Delhi Submits Revised Climate Roadmap for Centre’s Approval as SAPCC 2.0 Targets Modern Climate Challenges

New plan focuses on updated climate science, urban forests, and measurable emission goals aligned with global commitments

Delhi, April 29, 2026: The Government of Delhi has officially sent its updated State Action Plan on Climate Change to the Union Ministry of Environment, Forest and Climate Change for final clearance, marking a major step toward strengthening the capital’s climate response framework.

The revised blueprint, named SAPCC 2.0, is designed to replace the earlier 2019 version, which was based on outdated environmental data and limited in addressing present day weather variability and extreme climate patterns. Officials involved in the process said the new version has been developed after multiple rounds of consultations and technical reviews over the past year.

Delhi’s Minister for Forest and Environment Manjinder Singh Sirsa stated that the updated framework is more detailed and action driven, bringing it in line with India’s international climate responsibilities including the Paris Agreement, Nationally Determined Contributions, Sustainable Development Goals and the Long Term Low Emission Development Strategy.

He added that SAPCC 2.0 integrates recent climate datasets and district level vulnerability mapping to better identify risk zones across the city. The plan also introduces sector specific mitigation and adaptation measures with clear targets extending up to the year 2030, aiming for measurable environmental outcomes.

According to senior officials, the strategy places strong emphasis on expanding green cover through urban forest development and large scale plantation initiatives. It also promotes nature based solutions as a core part of urban planning, water management, and climate resilience building.

The idea to revise Delhi’s climate action framework was first discussed in 2024, when concerns were raised that earlier policies relied on data that did not reflect recent environmental shifts. At that time, expert committees were formed to redesign the plan, with oversight from senior administrative authorities.

Officials noted that the submission of SAPCC 2.0 to the central government follows urgent instructions issued last year to accelerate the revision process, ensuring the capital is better prepared for increasing climate related challenges in the coming decade.
