Major relief for lakhs of students studying in private schools and their parents in Delhi

New Delhi: The Chief Minister of Delhi, Smt. Rekha Gupta’s government today approved The Delhi School Education (Transparency in Fixation and Regulation of Fees) Ordinance, 2025 during the 8th Cabinet Meeting held at the Secretariat.

Following the meeting, Delhi’s Minister of Education, Ashish Sood, addressed a press conference and informed that the government has given its nod to the ordinance aimed at regulating arbitrary fee hikes by private schools.

He stated that in the last 100 days, every cabinet meeting under CM Rekha Gupta’s leadership has taken significant decisions in the public interest. Among them, today’s decision stands out as a major step towards ending exploitative fee collection practices by private schools.

The Minister added that this ordinance will secure the future of children studying in private schools and provide relief to the hardworking parents. It is a major move toward ending their financial exploitation once and for all.

Sood emphasised that the decision is inspired by the Hon’ble Prime Minister Shri Narendra Modi’s vision of “Sabka Saath, Sabka Vikas,” and his commitment to making citizens’ lives simpler, more transparent, and dignified.

The Delhi School Education (Transparency in Fixation and Regulation of Fees) Ordinance, 2025 will come into effect after receiving approval from the Hon’ble President of India. The ordinance, once enacted, will restrain private schools from arbitrarily increasing fees and offer much needed relief to parents.

Sood clarified that the ordinance will be forwarded to the Hon’ble Lieutenant Governor for onward transmission to the Hon’ble President of India. Upon receiving assent from the President, the ordinance will be deemed to have come into effect retrospectively from April 1, 2025. This retrospective provision will especially benefit those parents who were pressured into paying exorbitant and unjustified fees.

The Education Minister further said during the tenure of previous governments, particularly the Aam Aadmi Party (AAP), parents of children studying in private schools were repeatedly subjected to financial exploitation. Today, the BJP government in Delhi has taken a landmark decision to end this longstanding injustice.

After nearly 27 years, the BJP-led government in Delhi has taken its first major step toward enacting a law in the important and sensitive domain of education.

Describing the day as historic for Delhi’s middle-class families, Shri Sood said the Cabinet, under the leadership of CM Rekha Gupta, has approved a law that will not only bring much-needed transparency but also address and resolve the long-standing grievances of parents.

He added that once implemented, this ordinance will serve as a powerful mechanism to check arbitrary fee hikes by 1,677 private schools in Delhi.
