India to Host 12th BRICS Parliamentary Forum on October 26–27; PM Modi to Meet Visiting Delegation Leaders

Lok Sabha Speaker Om Birla announces two-day forum in New Delhi under India’s chairship, with discussions planned on institutional resilience, ethical AI, global governance reforms and sustainable development.

New Delhi, October 22: The Parliament of India will host the 12th BRICS Parliamentary Forum on October 26 and 27, 2026, at the Central Hall of Samvidhan Sadan in New Delhi. The conference will bring together parliamentary leaders and dignitaries from BRICS member and partner countries to discuss ways to strengthen parliamentary cooperation and promote people-centric development.

Announcing the event at a press conference at Parliament House on Thursday, Lok Sabha Speaker Om Birla said the forum would mark an important chapter in India’s parliamentary diplomacy. The conference will be inaugurated on October 26.

Prime Minister Narendra Modi is scheduled to attend the forum and meet the leaders of visiting delegations, Birla said.

‘Strengthening Parliaments for People-Centric Development’

The overarching theme of the 12th BRICS Parliamentary Forum is “Strengthening Parliaments for People-Centric Development”.

The event will bring together presiding officers of parliaments, members of parliament, Union Ministers, Rajya Sabha Deputy Chairman Harivansh, presiding officers of state legislatures and other dignitaries from BRICS member and partner countries.

According to Birla, the forum will provide a platform for consensus-based dialogue on strategic priorities for parliaments and the role of legislative institutions in addressing emerging global challenges.

Four Key Sessions to Shape Deliberations

The forum will feature four high-level sessions focusing on institutional resilience, technological innovation, international cooperation and sustainability.

The sessions will examine the role of parliaments in strengthening institutions, promoting human-centred approaches to artificial intelligence and digital technologies, advancing a more representative system of global governance, and supporting sustainable and inclusive development.

Discussions on ethical AI and digital transformation are expected to explore how legislative institutions can respond to technological change while keeping human needs at the centre of policymaking.

Parliamentary Diplomacy and Global Governance in Focus

Alongside the main sessions, the forum will include bilateral and multilateral meetings between visiting delegation leaders and parliamentary friendship groups.

A special meeting of chairpersons of the International Affairs Committees of BRICS member and partner countries will focus on parliamentary diplomacy, capacity building and the exchange of best practices.

A meeting of delegation secretaries is scheduled for October 25 to finalise the joint statement of the 12th BRICS Parliamentary Forum ahead of the formal proceedings.

Cultural Programme and Bilateral Engagements Planned

The two-day conference will also feature a cultural programme and opportunities for visiting delegates to explore India’s parliamentary institutions and cultural heritage.

Members of the delegations will visit the Parliament of India, while the Vice-President of India will host a banquet in honour of the distinguished guests.

The forum will conclude on October 27, following the plenary discussions, parallel meetings and bilateral exchanges.

The event forms part of India’s engagement with BRICS parliamentary partners and aims to strengthen dialogue on shared development priorities, institutional cooperation and global governance.
