Uttarakhand Unveils Uniform Civil Code and Launches UCC Portal

Uttarakhand January28, 2025: The Uttarakhand government launched the Uniform Civil Code (UCC) on Monday, with Chief Minister Pushkar Singh Dhami inaugurating the rules manual and a dedicated portal for applications under the new regulations at the CM’s camp office in Dehradun.

The Cabinet had approved the rules manual on January 20, while training for government officials on the UCC portal began on January 13 to familiarize them with the new system.

The online portals, developed for both citizens and officials, feature Aadhaar-based verification, AI-driven translation services in 22 Indian languages, and integrated data across more than 13 government departments and services, including birth and death registrations and district/high courts. These portals are hosted on cloud infrastructure with built-in disaster recovery capabilities.

An official source revealed that the government has introduced separate fees for expedited registration under the Tatkal service. The registration and termination process for live-in relationships has been simplified, with termination applications requiring mutual consent between partners. In testamentary succession, individuals can upload their wills for online registration, modification, revalidation, or revival.

In addition to the portal, the government has authorized Common Service Centres (CSCs) to assist with online registrations. In remote, mountainous regions where internet access is limited, CSC agents will provide door-to-door services to ensure citizens can utilize these facilities.

To further streamline the process in rural areas, Village Panchayat Development Officers have been appointed as sub-registrars to offer local registration services, making it more accessible for rural residents.

A five-member expert panel, led by retired judge Ranjana Prakash Desai, was established to draft a report that laid the foundation for the Uniform Civil Code Bill, 2024, which is set to be passed in the Assembly on February 7, 2024. The Act is expected to be notified on March 12, 2024, after receiving presidential assent.

Though the committee’s report was submitted on October 18, the UCC implementation was delayed due to the need for staff training, preventing the government from introducing the law on Uttarakhand’s 24th Foundation Day, November 9, 2023, as initially planned.
