JPC on Local Study Visit to Delhi Secretariat, Chief Minister Rekha Gupta Welcomes Committee Members

Proposed Bills Are an Important Step Towards Strengthening Accountability, Transparency and Constitutional Morality in Public Life: CM

New Delhi, 17 June 2026 : A Joint Parliamentary Committee (JPC) met Chief Minister Smt. Rekha Gupta at the Delhi Secretariat on Wednesday. The committee is in Delhi as part of its local study visit in connection with the Constitution (130th Amendment) Bill, 2025, the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, and the Union Territories Government (Amendment) Bill, 2025.

The Chief Minister welcomed the committee’s Chairperson and Member of Parliament, Aparajita Sarangi, along with other members. During the meeting, the committee briefed the Chief Minister on the key provisions, objectives and proposed changes in all three Bills and handed over the related documents. The committee said the proposed legislation seeks to enhance accountability and transparency in public life, strengthen constitutional values, and further reinforce public trust.

The meeting was attended by Members of Parliament Dr K. Laxman, Ujjwal Nikam, D. K. Aruna, Shri Parshottam Rupala, Asaduddin Owaisi, Dr Indra Hang Subba, Anurag Thakur, Brij Lal, Brijmohan Agrawal and Manan Kumar Mishra under the leadership of JPC Chairperson Aparajita Sarangi. Senior officials of the Lok Sabha Secretariat were also present.

Welcoming the Joint Parliamentary Committee to the Delhi Secretariat, Chief Minister Rekha Gupta said that India’s democracy is guided not only by constitutional provisions but also by ethics, accountability and public trust in public life. Maintaining the credibility of democratic institutions and strengthening people’s confidence in governance, she said, is a collective responsibility. On the occasion, the Chief Minister also briefed the committee on Delhi’s administrative framework, its constitutional characteristics, and the various steps taken to strengthen good governance, transparency and accountability in the national capital. She said the Delhi Government remains committed to establishing a governance system that is accountable, transparent and citizen-centric, in line with Prime Minister Narendra Modi’s vision of a Viksit Bharat.

During the meeting, members of the committee appreciated the facts, suggestions and administrative experiences shared by the Delhi Government. The JPC also commended the detailed and fact-based inputs provided by the Delhi Government, describing them as useful for the deliberative process, and appreciated the efforts being undertaken by the government.

Chief Minister Rekha Gupta said that the primary objective of the Constitution (130th Amendment) Bill, currently under consideration, is to further strengthen public trust in individuals holding public office. She said the proposed Bills represent an important initiative towards reinforcing accountability, transparency and constitutional morality in public life. She added that the suggestions and views received by the committee would play an important role in strengthening democratic institutions and enhancing public confidence in the system of governance. India’s democratic tradition, she said, will continue to grow stronger through continuous dialogue, deliberation and reform. The Chief Minister expressed confidence that a wider discussion on the subject would help further strengthen democratic institutions and provide renewed momentum to good governance.
