“India and Pakistan Swap Lists of Civilian Prisoners Held in Each Other’s Custody”

"Exchange of Prisoner Lists Marks Diplomatic Efforts Amidst Tensions"

New Delhi, July 1 : India and Pakistan conducted a diplomatic exchange on Monday, simultaneously in New Delhi and Islamabad, sharing lists of civilian prisoners and fishermen held in each other’s custody. This exchange, mandated by the bilateral Agreement on Consular Access 2008, occurs biannually on 1st January and 1st July.

According to official statements, India provided a list containing the names of 366 civilian prisoners and 86 fishermen believed to be Pakistani nationals. In return, Pakistan shared details of 43 civilian prisoners and 211 fishermen who are Indian or are suspected to be Indian.

The Indian government has emphasized the urgent need for the early release and repatriation of civilian prisoners, fishermen, and missing Indian defense personnel held in Pakistani custody. Specifically, India has called for the expedited release of 185 Indian fishermen and civilian prisoners who have completed their sentences. Additionally, India has requested immediate consular access to 47 individuals believed to be Indian nationals in Pakistani custody, who have not yet received consular assistance.

India has also urged Pakistan to ensure the safety, security, and well-being of all Indian and believed-to-be-Indian civilian prisoners and fishermen until their repatriation. The Indian side remains committed to addressing humanitarian concerns promptly, including issues related to prisoners and fishermen in each other’s countries.

Notably, since 2014, India’s sustained efforts have led to the repatriation of 2,639 Indian fishermen and 71 civilian prisoners from Pakistan. This includes 478 Indian fishermen and 13 civilian prisoners repatriated from Pakistan since 2023.

The ongoing exchange underscores diplomatic efforts aimed at resolving humanitarian issues between India and Pakistan, despite prevailing bilateral tensions.
