Haryana: The Haryana Cabinet on Wednesday approved the draft of the Haryana Clerical Services Recruitment and Conditions of Service Bill, 2026, paving the way for its introduction in a special one-day session of the state Assembly scheduled for April 27. The decision was taken in a meeting chaired by Chief Minister Nayab Singh Saini, who later addressed the media and outlined the key features of the proposed legislation.
According to the chief minister, the bill is aimed at bringing greater clarity and uniformity to recruitment and promotion policies for clerical posts across the state government. One of the major provisions includes increasing the promotion quota for Group D employees to clerical positions from 20% to 30%, a move expected to enhance career progression opportunities for lower-rung staff.
The Cabinet has also agreed to frame detailed rules to facilitate promotions of common cadre Group D employees who have completed more than five years of service, making them eligible for elevation to clerical roles. In addition, the proposed framework includes a 5% ex gratia quota, which will be incorporated into the overall recruitment structure.
Officials indicated that the upcoming Assembly session will focus on key legislative matters, with this bill expected to be a central agenda item. The move is being seen as part of the state government’s broader effort to address long-pending concerns related to service conditions and recruitment processes within administrative departments.
During the press briefing, the chief minister also made political remarks targeting opposition parties over recent parliamentary developments, alleging that their actions reflected an anti-women stance. He reiterated that women’s participation in governance is a matter of right and not a concession, echoing views previously expressed by Narendra Modi. He further dismissed concerns raised over delimitation, stating that the Union government has already clarified that no state’s representation would be reduced.
