Selected Civil Service Candidates Urged to Exercise Caution on Social Media, Uphold Public Decorum

 26, April,2025: Newly selected candidates of the UPSC Civil Services Examination (CSE) 2024 have been issued a detailed advisory reminding them to uphold the highest standards of integrity, dignity, and discipline across all aspects of life — including their presence on social media. Even before their formal training commences, candidates have been cautioned that their conduct, both online and offline, will reflect on the image and prestige of the services they are about to join.

The advisory has been issued by the Lal Bahadur Shastri National Academy of Administration (LBSNAA), the country’s premier training institute for civil servants. It reminds the candidates that the journey of becoming a civil servant does not start on the first day of training, but from the very moment they are selected. “Your past actions also will be a reflection of your character and personality throughout your career,” the advisory notes, urging the new recruits to begin demonstrating the qualities expected of an officer immediately.

Highlighting the role of civil servants as the visible face of the State, LBSNAA stressed that their behavior is under constant public scrutiny. Candidates were urged to ensure that their interactions with citizens, government employees, elected representatives, civil society groups, and marginalized communities are always “courteous, respectful, dignified and appropriate.”

The advisory placed special emphasis on social media usage, noting that even casual or personal posts can have wider repercussions. Candidates were advised to exercise restraint, avoid controversial or insensitive content, and maintain a professional and respectful online presence that aligns with the responsibilities of their future roles.

The institution also reiterated its guiding motto: “Sheelam Param Bhushanam” — meaning “Character is the supreme embellishment.” Upholding this principle, candidates were reminded that integrity, humility, dignity, and rectitude must be the cornerstones of their conduct at all times.

In reinforcing these values, LBSNAA made it clear that the behavior of a civil servant is expected to inspire public confidence and trust. With their forthcoming roles placing them at the forefront of governance and service delivery, the newly selected officers were reminded of their responsibility to set a high benchmark for ethical behavior, both during their training and throughout their careers.

The move to issue a detailed advisory comes amid increasing scrutiny of public figures’ behavior on digital platforms.
