New Delhi, August 20, 2026: Union Minister for Housing and Urban Affairs and Power Manohar Lal on Thursday unveiled the Delhi Master Plan 2047 (MPD-2047), outlining a long-term roadmap for transforming the national capital into an inclusive, sustainable and future-ready city.
The plan was unveiled in the presence of Delhi Lieutenant Governor Taranjit Singh Sandhu and Chief Minister Rekha Gupta, along with senior officials of the Centre, Delhi government and Delhi Development Authority.
Manohar Lal said the Master Plan has been prepared keeping Delhi’s growing population and future development requirements in view. A major focus of MPD-2047 is the creation of around 40 lakh new affordable housing units.
The plan includes approximately 18 lakh affordable homes in Transit-Oriented Development (TOD) zones, around 7 lakh additional dwelling units through redevelopment of existing areas, and housing solutions for more than 17 lakh residents of JJ clusters.
The Master Plan also proposes incentives for affordable rental housing aimed at students, working professionals, migrant workers and low-income groups.
The plan incorporates a Transit-Oriented Development policy aimed at strengthening public transport corridors and promoting better-connected urban growth. Multi-modal transit hubs will bring together Metro, RRTS, buses, intermediate public transport, walking and cycling facilities.
A Unified Metropolitan Transport Authority has also been proposed for integrated planning, development and implementation of transport policies across the capital.
Under the Land Pooling Policy, nearly 200 sq km of planned urban expansion is envisaged, with potential for around 12 lakh new homes and a proposed 600-km road network.
The plan provides for infrastructure-first development, with the DDA developing wider roads in advance to support planned urbanisation and improve connectivity.
The Master Plan proposes regularisation of residential buildings in 1,511 unauthorised colonies on an “as is where is” basis, without requiring layout plans. The move is expected to provide greater property ownership security to around 45 lakh residents.
Higher Floor Area Ratio (FAR) provisions are also proposed to facilitate redevelopment, while simplified norms are intended to expand urban amenities and improve living conditions.
MPD-2047 places emphasis on protecting Delhi’s ecological and cultural assets. Nearly 1,700 hectares of the Yamuna floodplains are proposed for ecological restoration through 13 major projects, along with a 52-km cycle track along the floodplain.
The plan also provides for conservation of around 1,500 heritage assets, with adaptive reuse of heritage buildings for museums, hotels, offices, libraries and cultural activities while retaining their historic character.
The plan proposes transforming Narela into an education hub, with 138 hectares reserved for universities. Dwarka is envisaged as an international gateway with infrastructure for IT, start-ups, data centres and industrial parks.
The Master Plan proposes online approvals, streamlined regulatory processes and GIS-based planning to improve transparency and efficiency. It also seeks to reduce the number of use-premises categories from 133 to 45 and introduce greater flexibility through a negative-list approach for residential, commercial and industrial zones.
Chief Minister Rekha Gupta said the plan addresses the needs of Delhi’s villages, unauthorised colonies, old residential areas and markets while responding to challenges related to population growth, transport and pollution. She said higher FAR provisions and simplified norms would create new opportunities for redevelopment.
Lieutenant Governor Taranjit Singh Sandhu described MPD-2047 as a roadmap for vertical growth, transit-oriented development, quality housing and the creation of knowledge, education and medical hubs, while preserving Delhi’s cultural heritage.
The Master Plan aims to shape Delhi into a more inclusive, sustainable, resilient and globally competitive capital aligned with the vision of Viksit Bharat 2047.
