Centre, Haryana Sign MoU for Jal Jeevan Mission 2.0

New Delhi March 20— In a significant step towards strengthening rural water infrastructure, the Government of India and the Haryana Government on Friday signed a Memorandum of Understanding (MoU) for the implementation of Jal Jeevan Mission 2.0. The MoU was signed virtually in the presence of Union Jal Shakti Minister, C.R. Patil and Haryana Chief Minister, Sh. Nayab Singh Saini.

On behalf of the Haryana Government, Commissioner and Secretary, Public Health Engineering Department, Sh. Mohammed Shayin signed the MoU.

The Chief Minister joined the MoU signing ceremony via video conferencing from Chandigarh. Public Health Engineering Minister, Sh. Ranbir Gangwa, Chief Secretary, Anurag Rastogi, and Deputy Principal Secretary to Chief Minister,  Yashpal also remained present on this occasion.

Focus on Quality, Sustainability and Long-Term Water Management

Describing the MoU as a crucial milestone, Chief Minister said that Jal Jeevan Mission 2.0 will deepen Centre-State collaboration while expanding the mission’s scope beyond water supply to include quality, sustainability, and long-term resource management.

He said key components of the second phase will include, modernisation of water storage infrastructure, expansion of piped water supply to remaining households, targeted interventions in water-stressed districts such as Nuh, Palwal and Mahendragarh. He said that an estimated cost of Rs. 3,000 crore will be invested in these initiatives*
Highlighting achievements under the first phase, the Chief Minister said Haryana successfully fulfilled its commitment to ensure functional household tap connections (FHTCs) and regular potable water supply in rural areas. When the Jal Jeevan Mission was launched in 2019, only 58 percent of rural households in Haryana had tap water connections. Through sustained efforts, the State achieved 100 percent coverage by April 6, 2022, placing Haryana among the leading states in the country, said Sh. Nayab Singh Saini. He termed this achievement a transformational milestone, significantly improving the lives of lakhs of families.

The Chief Minister underlined the social impact of the mission, noting that women, who earlier had to fetch water from distant sources, now have access to safe drinking water at their doorstep. This shift reflects not just improved service delivery, but also enhanced dignity and better quality of life, he said.

Nayab Singh Saini said Haryana has developed a strong and extensive water supply infrastructure, including, canal-based water works, tube-well based systems and boosting stations across the State. He said that governance and service delivery have been strengthened through, BISWAS portal for transparent billing, BBPS platform for easy payments, and a multi-channel grievance redressal system for citizens.

Emphasising quality assurance, the Chief Minister said NABL-accredited advanced laboratories have been established in all 23 districts of the State. In addition, mobile water testing vans have been deployed in remote areas to ensure real-time monitoring.

The Chief Minister said that under the leadership of Prime Minister, Sh. Narendra Modi, water security has been accorded top priority in the vision of ‘Viksit Bharat’. Water is not merely a resource—it is a symbol of life and dignity. The Jal Jeevan Mission must be taken forward as a people’s movement to improve living standards and ensure equitable access, he said, urging collective efforts to take the mission to every household.

Haryana’s Performance Praised by Union Minister C.R. Patil

Union Jal Shakti Minister, C.R. Patil, who joined the event virtually from New Delhi, lauded Haryana’s performance under the first phase of the mission. He said Haryana has set an example by achieving 100 percent coverage, crediting the leadership of the Chief Minister and the dedication of the administrative machinery. Highlighting the importance of coordination, the Chief Minister said continuous engagement with states is being ensured for the effective implementation of Jal Jeevan Mission 2.0. Welcoming the Haryana team, he expressed confidence that building on the success of the first phase, the second phase will be implemented with even greater momentum.
