India to Get First Exclusive Quantum- AI University in Amaravati as NIELIT, Andhra Govt Ink Pact

MoU signed between NIELIT and Government of Andhra Pradesh

New Delhi, February 21, 2026: In a major boost to India’s deep-technology ambitions, the National Institute of Electronics & Information Technology (NIELIT) has partnered with the Government of Andhra Pradesh to establish the country’s first university campus dedicated entirely to Quantum Technologies and Artificial Intelligence in Amaravati.

The agreement was formalized on February 20 during the India AI Impact Summit, signalling a strategic push toward building a globally competitive ecosystem in next-generation technologies. The upcoming campus is expected to become a key pillar of Andhra Pradesh’s proposed Andhra Quantum Mission and its broader “Quantum Valley” vision for Amaravati.

Leadership Presence at MoU Ceremony

The Memorandum of Understanding (MoU) was signed in the presence of Andhra Pradesh Chief Minister N. Chandrababu Naidu, Secretary of MeitY S. Krishnan, Director General of National Institute of Electronics & Information Technology, Dr. M. M. Tripathi, and Mission Director of Amaravati Quantum Valley C. V. Sridhar.

Officials described the initiative as a transformational step in positioning India at the forefront of quantum research, AI innovation, and advanced computing.

A Specialized Campus for Frontier Technologies

The Amaravati facility will operate within NIELIT’s Deemed-to-be University framework but will function as a specialized academic hub devoted exclusively to Quantum and AI disciplines — a first-of-its-kind institutional model in India.

The university campus is expected to focus on advanced and emerging domains such as:

  • Quantum computing and algorithm design
  • Artificial intelligence and machine learning systems
  • Quantum communication and secure cybersecurity frameworks
  • Quantum hardware architecture and systems engineering
  • High-performance computing
  • Convergence research combining AI and quantum technologies

Academic and Industry Integration

The proposed campus will offer undergraduate, postgraduate, and doctoral programs, along with advanced research laboratories and industry-integrated Centres of Excellence. Plans also include a strong incubation ecosystem to support deep-tech startups, entrepreneurship, and global academic partnerships.

According to officials, the project aims to nurture a new generation of highly skilled professionals capable of driving innovation in quantum science and AI applications across sectors.

Strengthening India’s Deep-Tech Ecosystem

The collaboration aligns with the national objective of enhancing capabilities in cutting-edge technologies while building domestic talent pipelines. Amaravati is envisioned as a strategic innovation hub that could attract research partnerships, global collaborations, and high-tech investments.

The National Institute of Electronics & Information Technology operates under the Ministry of Electronics and Information Technology (MeitY) and plays a significant role in advancing education, training, and skill development in electronics and information technology.

Recognized as a Deemed-to-be University by the Ministry of Education, NIELIT’s main campus is located in Ropar, with constituent campuses across cities including Aizawl, Agartala, Aurangabad, Calicut, Gorakhpur, Imphal, Itanagar, Ajmer (Kekri), Kohima, Patna, and Srinagar.

With 56 centres nationwide, more than 750 accredited institutes, and over 9,000 facilitation centres, NIELIT has contributed extensively to India’s digital skilling and capacity-building efforts.

The Amaravati Quantum–AI University initiative is expected to further elevate India’s standing in the global technology landscape by creating a focused platform for frontier research, education, and innovation.
