Maharashtra’s Single-Window Clearance Plan Sparks Debate in Live Events Industry

Could streamline approvals and boost events industry, but concerns remain over execution and added bureaucracy

Mumbai- Industry voices weigh benefits and concerns as government pushes to simplify concert approvals

In a move that could transform India’s live entertainment ecosystem, the Maharashtra government is working on introducing a single-window clearance system aimed at simplifying approvals for concerts and large-scale events. While the proposal has been widely welcomed, stakeholders say its success will depend heavily on execution.

The initiative involves drafting a detailed, industry-friendly standard operating procedure (SOP), aligned with the central government’s model, to streamline permissions tha bt currently require coordination across multiple departments such as police, fire, and municipal authorities.

Industry experts believe the move could significantly reduce delays and improve efficiency. Naman Pugalia, Chief Business Officer (Live Events) at BookMyShow, said unified clearance systems backed by better inter-departmental coordination can ease business operations and enable the delivery of global-scale events.

Echoing similar views, Shoven Shah, founder and CEO of TribeVibe, highlighted how fragmented approvals often disrupt planning timelines, especially for multi-city tours. A streamlined system, he said, could bring predictability and help scale events beyond metro cities into Tier 2 and Tier 3 markets.

Karan Singh, CEO of Sunburn, noted that large-format events have long struggled with complex approval processes involving multiple authorities working on different timelines. He said a unified system could improve coordination, enhance accountability, and support long-term planning for organisers.

However, not all stakeholders are entirely optimistic. Siddhesh Kudtarkar, founder of Team Innovation, cautioned that the effectiveness of the system will depend on whether it replaces existing processes or simply adds another layer of bureaucracy. He stressed that clarity, consistency, and reliability would be more important than just introducing new regulations.

From a consumer perspective, the move could also bring relief. Concertgoers often face financial losses when events are cancelled or rescheduled, especially when travel and accommodation are involved. A streamlined approval system could reduce such last-minute disruptions and improve overall event reliability.

While the proposal is being seen as a progressive step toward aligning India’s live events industry with global standards, experts agree that its real impact will only be clear once it is implemented on the ground.
