The Impressive TimesPatna, 18 September 2026: Chief Minister Samrat Choudhary today launched the *Seva Sankalp and Kayakalp Campaign* at the ‘Sankalp’ Auditorium located at Lok Sevak Awas. On this occasion, the Chief Minister also launched the *‘Kayakalp’ Portal*.
During the programme, Additional Chief Secretary, Rural Development Department, H.R. Srinivas*, gave detailed information about the Kayakalp Portal through a presentation.
During the programme, the Chief Minister said that the *Seva Sankalp and Kayakalp Campaign* has been launched today. Along with this, the Kayakalp Portal has also been launched. The core objective of this campaign is to improve and clean public facilities and assets and to construct new infrastructure.
He said that the campaign has two major components. The first is the *upgradation, strengthening and repair of existing assets*, which must be completed by November 30 under all circumstances. He urged all public representatives and officials to complete this before Diwali itself.
The second component is the *construction of new infrastructure and assets, which will be completed by March 31, 2027. To make this campaign successful, the cooperation of all public representatives should be sought. The cooperation of representatives of Panchayati Raj Institutions and Urban Local Bodies should also be taken. Attention should be paid to small things and their successful implementation should be ensured. He said that the components of this campaign should be included in the programme to be organised on the occasion of **Panchayat Development Day*, and the works should be executed effectively.
The Chief Minister said that, on a priority basis, information regarding schemes related to the *Rural Development Department, Health Department, Social Welfare Department, Public Health Engineering Department, Panchayati Raj Department, Urban Development and Housing Department, Education Department, Backward Classes and Extremely Backward Classes Welfare Department, and Scheduled Castes and Scheduled Tribes Welfare Department* will be available on the Kayakalp Portal.
Information regarding the progress of schemes, works completed so far, completed schemes and other necessary details will be recorded on the portal. Information regarding the schemes will also be available through the *Kayakalp Mobile App*, along with the Kayakalp Portal. The Kayakalp Portal will make it easier to monitor the progress of schemes and will help accelerate pending works.
The Chief Minister said that the objective of the campaign is to provide better facilities to the general public through small-scale schemes. Under the Seva Sankalp and Kayakalp Campaign, the aim is to connect society through small-scale schemes and provide better facilities to the general public. The objective of this campaign is to undertake necessary works wherever the general public is facing difficulties or where infrastructure needs to be repaired or improved.
The Chief Minister said that *all small development works at the panchayat level must be completed by November 30 under any circumstances*. Painting of schools, construction of community buildings wherever required, construction of Anganwadi centres and other necessary works should be completed within the stipulated time frame.
He said that necessary facilities should be completed in *Ambedkar Hostels, Karpoori Thakur Hostels and other hostels*. At the same time, the remaining small works at health centres, community buildings and other public institutions should also be completed by November 30 under all circumstances.
The Chief Minister said that all concerned departments and district administration officials should work in accordance with the objectives of the campaign and complete all necessary works within the stipulated time frame. Ministers should monitor these works. The programme has to be made successful, and full cooperation should be sought at the local level.
He expressed his best wishes and said that everyone should work with full dedication. He expressed full confidence that successful implementation of this campaign would ensure the completion of small works and that people would be satisfied.
