Government Backs Off Aadhaar App Pre-Install Plan After Smartphone Industry Resistance

News Report: In a notable policy shift, the Indian government has decided not to proceed with its proposal to make the Aadhaar mobile application compulsory on all smartphones sold in the country. The move comes after strong objections from global smartphone manufacturers and industry stakeholders.

The decision was confirmed by the Unique Identification Authority of India, which had earlier been exploring ways to integrate Aadhaar services more directly into consumer devices. The plan included discussions with major tech firms and operating system providers about pre-installing the Aadhaar app on new smartphones.

Aadhaar, India’s widely used digital identity system linked to biometric data, already serves over a billion residents and is central to services like banking verification, telecom onboarding, and streamlined airport access. Despite its widespread adoption, the idea of making its app mandatory on devices triggered multiple concerns within the tech ecosystem.

Sources indicate that smartphone manufacturers raised red flags over potential risks related to user data privacy, device security, and software compatibility. Companies also warned that enforcing such a requirement could complicate production processes and increase manufacturing costs—especially if India-specific device variants had to be developed.

This is not the first time such a proposal has surfaced. Over the past two years, there have been several attempts to introduce pre-installed government-backed apps on smartphones, but each initiative has faced resistance from the industry.

A similar situation occurred recently when a telecom-related security application was briefly mandated for installation on devices, only to be withdrawn shortly after due to backlash from manufacturers.

While officials have not publicly detailed the exact reasons for dropping the Aadhaar app mandate, the latest decision suggests a cautious approach by the government in balancing digital governance goals with industry concerns and user rights.
