Tamil Nadu CM Vijay Opens New Chapter of Legislative Training for MLAs

Tamil Nadu : Tamil Nadu Chief Minister C. Joseph Vijay on Tuesday inaugurated a two-day training programme focused on the rules, procedures and functioning of the Legislative Assembly for members of the 17th Tamil Nadu Legislative Assembly. The programme was held at Kalaivanar Arangam in Chennai, with the aim of helping legislators understand parliamentary practices and effectively participate in House proceedings.

The training initiative is designed to provide newly elected members with a deeper understanding of legislative responsibilities, Assembly conventions and the procedures required for smooth conduct of debates and discussions. It will cover various aspects of legislative functioning, including the rules to be followed while raising issues, participating in discussions and presenting matters of public importance inside the House.

Addressing the inaugural session, Tamil Nadu Legislative Assembly Speaker J.C.D. Prabhakar highlighted the importance of such training programmes, especially considering the composition of the current House. He said that 146 members of the present Assembly are first-time legislators, with several of them being young representatives entering public life.

The Speaker stated that the programme would focus on familiarising MLAs with the established rules and procedures of the Assembly. The sessions would guide members on appropriate conduct during proceedings, including aspects related to speeches, debates and the responsibilities of elected representatives.

He emphasised that understanding legislative practices is essential for maintaining the dignity of the House and ensuring meaningful discussions on issues affecting the people of Tamil Nadu. The training would also help new members gain confidence in presenting their views and contributing effectively to policy discussions.

The initiative comes as part of efforts to strengthen legislative participation and improve the overall quality of debates within the Assembly. Experienced officials and experts are expected to provide insights into various aspects of Assembly functioning, enabling MLAs to better understand their roles as lawmakers.

The two-day programme reflects the importance of capacity building among elected representatives and aims to create a more informed and efficient legislative process. With a large number of first-time legislators in the Assembly, the training is expected to play a significant role in helping members adapt to the responsibilities associated with their positions.

The programme also underlines the significance of strengthening democratic institutions by ensuring that representatives are equipped with the knowledge and understanding required to address public concerns effectively through the legislative platform.
