Vijay Goel Meets Police Commissioner Shashi Bhushan Kumar Singh on the Stray Dog Menace

“All Possible Help Will Be Provided Within the Legal Framework” – Police Commissioner

New Delhi, August 7, 2025: Former Union Minister Vijay Goel today paid a courtesy visit to the newly appointed Police Commissioner of Delhi, Shri Shashi Bhushan Kumar Singh. Goel expressed his satisfaction that a seasoned officer from the Delhi cadre, who has worked extensively across various departments of the Delhi Police, has been entrusted with this responsibility. He emphasized that Shri Singh’s deep understanding of Delhi’s ground realities will be highly beneficial.

During the meeting, Goel raised serious concerns about the growing menace of stray dogs in the capital. He stated that there are over 8 lakh (800,000) stray dogs in Delhi and, on average, more than 2,000 people are bitten daily. Despite this alarming situation, the issue continues to be neglected.

Goel urged that feeding stray dogs in public places must be strictly prohibited. “No one should be allowed to feed stray dogs anywhere on the roads,” he said. He pointed out that attempts to stop such feeding often lead to arguments and conflicts. He demanded that in such cases, FIRs should be filed against both parties, not just those opposing the feeding. “Victims of dog attacks are being ignored,” he said.

Citing Section 16 of the Animal Birth Control (ABC) Rules, Goel emphasized that no person is allowed to feed stray dogs at random locations, and the law must be strictly enforced.

In addition, Goel drew attention to unauthorized constructions in the city and the alleged involvement of some police personnel. He said that in certain areas, police are still harassing common citizens, which must be stopped immediately.

Responding to these concerns, Police Commissioner Shashi Bhushan Kumar Singh acknowledged that the stray dog problem in Delhi is indeed severe. He assured Goel that the police will take all necessary and lawful measures to address the issue and other complaints raised.
