CM Rekha Gupta Conducts Surprise Inspection in Burari, Pulls Up Officials Over Poor Conditions at DTO Office, Orders Immediate Restoration of Basic Facilities

New Delhi, 2 June 2026- Delhi Chief Minister Rekha Gupta on Tuesday carried out a comprehensive inspection of various Transport Department facilities to assess public amenities, infrastructure and service quality. During the visit, she inspected the under-construction Automated Testing Station (ATS), the District Transport Office (DTO), the Vehicle Inspection Unit and the Heavy Motor Vehicle Training Institute. She directed the concerned officials to undertake extensive improvements in the existing arrangements. The Chief Minister said the Delhi Government’s objective is not merely to construct government buildings but to create systems that provide citizens with dignified, transparent and convenient services. Since thousands of people interact with the Transport Department every day, every facility must remain citizen-centric, she said.

 

CM Inspects Under-Construction ATS Project

CM Rekha Gupta first inspected the under-construction Automated Testing Station project and reviewed the progress of construction work with officials. She was informed that the new station would be capable of testing five vehicles simultaneously and would have the capacity to conduct fitness inspections of 80,000 to 90,000 commercial vehicles annually. During the inspection, the Chief Minister held detailed discussions on the project’s design, capacity, drainage arrangements and future expansion possibilities. She directed officials to ensure that there is no compromise on quality and that the project is completed within the stipulated timeline.

Emphasising the importance of rainwater harvesting, she said a proper rainwater conservation system must be developed within such a large complex. She instructed officials to utilise the maximum possible amount of rainwater for groundwater recharge instead of relying solely on conventional drainage systems.

Expresses Concern Over Poor Arrangements at DTO Office

During the inspection, the Chief Minister also visited the DTO office and interacted directly with citizens who had come for driving licence tests. Several people told her that they often had to wait outside the building for long periods. They also pointed to the lack of adequate seating, clean drinking water and other basic facilities. Taking serious note of the complaints, CM Rekha Gupta reprimanded the concerned officials and security personnel and clearly directed that no citizen should be made to wait outside unnecessarily. She ordered that all applicants be provided seating arrangements inside the building with immediate effect.

The Chief Minister said citizens who visit government offices for services are entitled to respectful treatment and better facilities. Making people wait in extreme heat without access to basic amenities is unacceptable under any circumstances, she said. She directed officials to develop a modern waiting area with adequate seating capacity, clean and chilled drinking water, fans, coolers, hygienic toilets and other essential facilities.

Master Plan to be Prepared for Redevelopment of Existing Facilities

Reviewing the condition of the DTO complex, the Chief Minister said repairs alone would not be sufficient and that a complete redevelopment of the premises should be considered wherever necessary. She directed officials to prepare a comprehensive redevelopment plan for the entire complex, incorporating citizen amenities, parking facilities, green spaces, administrative offices, training infrastructure and modern facilities designed to meet future requirements. She said the large campus should be utilised more effectively and developed as a model transport service centre.

Vehicle Inspection System to be Upgraded with Modern Technology

The Chief Minister also inspected the existing Vehicle Inspection Unit. While noting that the unit was operational, she observed that several of its structures and facilities had become outdated. She directed officials to upgrade the vehicle inspection system in line with the latest technologies so that fitness testing becomes more scientific, transparent and effective. She said a modern technology-driven testing system would further strengthen road safety and enhance public confidence.

Interacts with Trainees at Heavy Motor Vehicle Training Institute

The Chief Minister later visited the Heavy Motor Vehicle Training Institute. She inspected the driving simulation room, technical training laboratories, engine and vehicle systems training sections, and classrooms. She interacted with trainers and trainees to understand the training processes. Encouraging the young trainees and drivers undergoing training, she said skilled, disciplined and responsible drivers are the most important link in ensuring road safety. Appreciating the institute’s simulation-based training system, she suggested that the quality and outcomes of training should be independently assessed from time to time to further improve the competence of trained drivers.

The Chief Minister said the Delhi Government remains committed to bringing about wide-ranging reforms in the transport sector. Modern testing centres, improved training institutions, citizen-friendly offices and technology-driven services are important steps in this direction. Citizens of Delhi will be provided transport services that are transparent, convenient, safe and world-class. She added that all directions issued during the inspection would be implemented in a time-bound manner and every facility would be developed in accordance with the needs of citizens.
