Chandigarh, June 8: Lok Sabha Speaker Om Birla on Monday said that the vision of a developed India, or “Viksit Bharat,” is a national commitment that requires the active participation of every citizen, institution and stakeholder to achieve its goals.
Addressing the inaugural session of the Commonwealth Parliamentary Association (CPA) India Region Zone-II (North Zone) Conference at the Haryana Legislative Assembly in Chandigarh, Birla emphasized that India’s development journey must be driven by inclusive policies, strong governance and public participation.
The Speaker said that government programmes, welfare schemes and budgetary priorities should focus on improving the lives of the most disadvantaged sections of society. He noted that legislators play a crucial role in bringing about grassroots transformation through effective policymaking and public welfare initiatives.

Highlighting India’s growth trajectory, Birla said the country is progressing steadily on the foundation of long-term planning, stable governance and a robust legal framework. Despite global geopolitical uncertainties and economic challenges, India continues to advance through reforms tailored to its social and economic realities, he added.
Calling for a nationwide people’s movement in support of the Viksit Bharat vision, Birla stressed the need to ensure that every citizen feels personally connected to the country’s development goals. He expressed confidence that with collective participation and the strength of India’s youth population, the nation could achieve its development objectives even before the target year of 2047.

The Lok Sabha Speaker described India’s young population as one of its greatest strengths and underlined the importance of skill development, quality education and innovation-driven opportunities to harness this demographic advantage. He also said laws enacted by legislatures must reflect the aspirations and evolving needs of the younger generation.
Emphasizing the importance of democratic engagement, Birla stated that greater public participation in governance strengthens democratic institutions and accelerates social and economic transformation. He said meaningful discussions and debates in legislatures should reinforce public confidence that elected representatives are working in the nation’s interest.

The Speaker further observed that transparent governance, stable policies and a strong legal framework are essential for attracting investment and sustaining economic growth. Investors, he said, prefer destinations where policy continuity and legal certainty are assured.
The two-day CPA India Region Zone-II Conference is focusing on the theme, “Role of an Aware Society and Representatives of the People in Facing Future Challenges and Realizing the Goal of Viksit Bharat–2047.” Presiding officers and legislators from several states are participating in discussions on governance, public participation and development strategies.
Before inaugurating the conference, Birla also launched the Parliamentary Research and Information Center (PRIC) at the Haryana Legislative Assembly complex, a facility aimed at strengthening legislative research and improving the quality of parliamentary work.
