Haryana to Provide Rooftop Solar Systems Without Bank Guarantees; Power Bills of 1 kW Consumers to Become Nearly Zero: Anil Vij

State Targets 2.20 Lakh Rooftop Solar Installations; Farmers to Earn Income by Setting Up Solar Plants on Vacant Land

Chandigarh, June 4: Haryana Energy Minister Anil Vij on Thursday announced that the state government is preparing a new solar energy scheme under which domestic consumers with a connected load of up to 1 kW will be provided rooftop solar systems without requiring bank loans or guarantees.

Addressing media persons, Vij said the proposed scheme aims to make solar energy accessible to lakhs of households across the state while significantly reducing their electricity expenses.

“The unique feature of the scheme is that consumers will not have to visit banks for loans or provide guarantees. Department officials will complete all formalities at their homes and facilitate the installation of rooftop solar systems. As a result, their electricity bills will become nearly zero,” he said.

According to the Minister, more than seven lakh electricity consumers in Haryana have connections with loads of up to 1 kW and stand to benefit from the initiative.

Easy Installment Plan for Consumers up to 5 kW Load

Vij said the government is also working on a similar model for consumers with connected loads of up to 5 kW who have a regular electricity bill payment record.

Under the proposal, beneficiaries will receive the applicable government subsidy, while the remaining cost of the solar system will be recovered through easy installments. Consumers will not be required to take bank loans, making the transition to solar energy simpler and more affordable.

Solar Plants on Farmers’ Vacant Land

The Energy Minister also revealed that he has submitted a proposal to Union Power Minister Manohar Lal under which farmers with vacant land could install solar power plants at their own expense.

Under the proposed arrangement, the government would purchase the electricity generated at predetermined rates, creating an additional and stable source of income for farmers while boosting clean energy production in Haryana.

Haryana to Receive Three National Awards

Highlighting the state’s achievements, Vij announced that Haryana is set to receive three national awards for the successful implementation of the PM Surya Ghar Muft Bijli Yojana.

He said Haryana has emerged as one of the leading states in solar energy adoption and has received the highest number of applications under the flagship central scheme.

“Haryana has been identified by the Central Government as one of the best-performing states in solar energy. We will continue working to make the state completely self-reliant in solar power generation,” he said.

Target of 2.20 Lakh Rooftop Solar Systems

The state government has set an ambitious target of installing 2.20 lakh rooftop solar systems during the current financial year and is working to achieve the goal ahead of schedule.

Vij emphasized that solar energy is the future of sustainable power generation as conventional energy sources such as coal, gas and petroleum are limited.

“The Haryana Government is committed to making the state a national leader in solar energy. We are focusing on maximizing the use of renewable resources to meet future energy requirements,” he said.

PM-KUSUM Solar Pump Applications to Be Cleared

The Minister further informed that thousands of Haryana farmers have already benefited from solar pumps installed under the PM-KUSUM Scheme.

Although the scheme’s online portal has recently been closed, a large number of applications remain pending. Vij assured that these applications will be processed soon and eligible farmers will be provided solar-powered irrigation pumps.

With new rooftop solar initiatives, farmer-focused solar projects and record participation in central renewable energy schemes, Haryana is accelerating its transition towards becoming one of India’s leading solar-powered states.
