Lok Sabha Speaker Om Birla Highlights Role of Legislatures at CPA Conference in Goa

Panaji, April 9 2026: Lok Sabha Speaker Om Birla on Thursday emphasized the vital role of legislative institutions in shaping a developed India while delivering the inaugural address at the Commonwealth Parliamentary Association India Region Zone VII Conference in Goa.

He described Goa as a vibrant hub of tourism, culture, and artistic expression, reflecting the dynamic spirit of the country.

Birla underlined that legislative bodies are central to nation building and must actively contribute to achieving the vision of a developed India.

Highlighting the role of youth, he stated that young legislators carry a greater responsibility in driving progress and meeting the aspirations of the people.

He pointed out that coastal states have successfully transformed their geographical challenges into growth opportunities, citing the example of governance initiatives undertaken during the tenure of Prime Minister Narendra Modi as Chief Minister of Gujarat.

The Speaker noted that citizens today have rising expectations from their elected representatives, making it essential for legislators to remain accountable and proactive.He called for greater exchange of best practices among states, especially in the development of coastal regions.

Birla advocated for healthy competition among state legislatures to enhance performance and set higher benchmarks in governance.He reiterated that parliamentary democracy continues to be widely regarded as the most effective system of governance across the world.

Referring to electoral trends, he highlighted that the steady rise in voter participation since 1952 reflects the strength and success of India’s democratic framework.

He also spoke about the growing influence of technology and artificial intelligence, stressing that human sensitivity must remain at the core of governance.Birla added that legislators who engage in meaningful debates on policies and laws often emerge as influential leaders in their respective states.

He concluded by emphasizing that a strong understanding of legislative rules and procedures enables more active participation and fosters constructive and informed discussions within assemblies.
