Delhi, February 21, 2025 : In a major breakthrough, the Cyber Crime Police Station of Outer North District has busted a mobile tower scam and arrested two individuals involved in designing fake websites to dupe unsuspecting victims.
According to police, the accused orchestrated an elaborate fraud by creating fake websites and running Google advertisements to lure people with promises of mobile tower installations on their properties. Victims were asked to pay hefty registration fees, after which all communication from the scammers ceased.
During the investigation, police recovered:
🔹 2 mobile phones used in executing the scam
🔹 4 laptops containing evidence of more than 50 fraudulent websites
Authorities have linked six cases to this scam, and further investigations are underway to identify a nationwide network of cybercriminals.
A complaint was filed by Sonu, S/o Dayanand, a resident of Pooth Khurd, Delhi, who reported that he was contacted via WhatsApp and phone calls by fraudsters claiming to facilitate a mobile tower installation on his property. After making payments amounting to ₹1,85,650/-, all communication stopped.
Following the complaint, FIR No. 43/2024 was registered under Section 318(4) of the Bharatiya Nyaya Sanhita (BNS), 2023, and an investigation was launched.
A special team led by Insp. Raman Kumar Singh (SHO, Cyber Crime, Outer North District) was formed under the supervision of ACP Operations Dinesh Kumar and Addl. DCP-II Rajeev Kumar Ambasta.
After analyzing call records, bank account details, and website hosting data (Hostinger), investigators traced the suspects and conducted a raid in Samalkha, Delhi, on February 21, 2025.
🔹 Sarfaraz (36 years), a resident of Samalkha, Delhi, was arrested for developing and maintaining fraudulent websites.
🔹 Munna Singh (37 years), a resident of Mahavir Enclave, Delhi, was also arrested for managing Google ads to drive traffic to the scam websites.
The scam was operated through the fraudulent website www.towervision.in.
🔹 Sarfaraz (36 years), a skilled website developer, created and maintained the fake platforms.
🔹 Munna Singh (37 years), an IT professional, ran Google advertisements to make the websites appear legitimate and reach more victims.
🔹 Several cybercriminals were part of this network, with raids ongoing at locations in Haryana to track other accomplices.
📌 Sarfaraz (36 years) – Holds a degree from a reputed Bihar university and received website development training in Sagarpur, Delhi. Previously worked as a freelancer before engaging in cyber fraud.
📌 Munna Singh (37 years) – Holds a BCA degree and worked in Noida and Gurugram IT firms before shifting to fraudulent activities. Specialized in running Google ads for fake websites.
🚨 The Telecom Regulatory Authority of India (TRAI) has warned the public about similar scams where fraudsters pose as telecom companies such as Airtel, BSNL, Jio, and Vi to deceive people with false tower installation offers.

✅ Always verify information from the official telecom company website.
✅ Report financial fraud immediately by dialing 1930.
The investigation is ongoing, with further arrests expected
