PM Modi Distributes Over 51,000 Appointment Letters at 20th Rozgar Mela

New Delhi, September 19, 2026: Prime Minister Narendra Modi on Saturday distributed more than 51,000 appointment letters to newly recruited youth joining various government departments and organisations during the 20th Rozgar Mela, held through video conferencing.

Addressing the newly appointed employees, Modi said the occasion marked an important new beginning for thousands of young people and their families. He congratulated the recruits and highlighted the hard work of the candidates as well as the sacrifices made by their parents in supporting their journeys.

The Prime Minister said India’s youth will play a central role in the country’s journey towards becoming a Viksit Bharat by 2047. He urged the new government employees to use their skills and responsibilities to contribute to better governance and create greater opportunities for fellow citizens.

Referring to India’s growing international engagement, Modi said initiatives such as BRICS CONNECT and the BRICS MSME Cooperation Portal are aimed at bringing entrepreneurs, farmers, women and young people into wider global partnerships.

He also highlighted India’s Free Trade Agreements with around 40 countries, saying they are opening new markets for Indian businesses while creating additional career and employment opportunities for young people.

The Prime Minister underlined the government’s focus on future-ready education and skills through initiatives including the National Education Policy, Skill India Mission, Pradhan Mantri Kaushal Vikas Yojana and apprenticeship programmes.

He also referred to the PM-SETU scheme, under which 1,000 government ITIs are being modernised with an investment of ₹60,000 crore, with industry participation aimed at aligning training with changing workforce requirements.

Modi highlighted India’s position as the world’s third-largest startup ecosystem, noting that the country’s startup growth is increasingly spreading beyond major metropolitan centres.

Nearly half of all recognised startups are now based in Tier 2 and Tier 3 cities, reflecting the growing participation of young people from smaller towns and cities in entrepreneurship and innovation.

He said young entrepreneurs are not only developing new businesses but are also generating employment opportunities for others, contributing to the expansion of India’s emerging economy.

The Prime Minister also spoke about the Pradhan Mantri Viksit Bharat Rojgar Yojana, a ₹1 lakh crore initiative aimed at bringing two crore young people into the formal workforce for the first time.

Under the scheme, first-time employees can receive incentives of up to ₹15,000, while employers will also receive financial incentives for creating additional employment.

Modi said sustained job creation depends on economic expansion, investment and the growth of new industries. Referring to India’s 7.8 per cent growth rate and a 12 per cent increase in investments during the first quarter, he said recent reforms have contributed significantly to the country’s economic performance despite global uncertainties.

Calling on the newly appointed employees to become agents of continuous reform, Modi stressed the importance of simplifying tax compliance, improving the ease of doing business, strengthening education and skilling systems and encouraging innovation.

He urged the recruits to ensure that administrative decisions help remove obstacles faced by citizens and businesses, particularly young entrepreneurs and innovators.

The Prime Minister also asked the new officials to remember the difficulties they experienced before entering government service and work towards ensuring that other young people do not face similar hurdles.

Modi emphasised the need for continuous learning as technology and the nature of work continue to evolve. He encouraged the new recruits to upgrade their skills and make effective use of new technologies through the Mission Karmayogi framework.

The Karmayogi Prarambh module has been designed to help new government employees understand the functioning of the system. The Prime Minister noted that around 1.7 crore employees are already connected to the iGOT platform.

He said continuous improvement in knowledge and skills would help government employees serve citizens more effectively.

The Prime Minister stressed that public trust is central to effective governance and that the everyday work of government employees directly affects citizens.

From processing pensions for senior citizens to providing student scholarships and farmer subsidies, government services have a direct impact on people’s lives, he said.

Modi urged the new recruits to maintain empathy, efficiency, honesty and sensitivity in their work, as these qualities shape citizens’ experience with government institutions.

Concluding his address, the Prime Minister called upon the newly appointed employees to follow the principle of ‘Nagrik Devo Bhava’, or treating citizens as divine, and to view public service as a form of national service.

He said the real measure of their success would be the extent to which their work makes the lives of citizens easier.
