New Delhi/Gwalior/Bhopal | July 30, 2026- Union Minister for Communications and Development of North Eastern Region, Jyotiraditya M. Scindia, and Chief Minister Madhya Pradesh, Dr. Mohan Yadav, a landmark Memorandum of Understanding (MoU) was signed between the Department of Telecommunications, Government of India, and the Department of Industrial Policy and Investment Promotion, Government of Madhya Pradesh, for the establishment of India’s first Telecom Manufacturing Zone (TMZ) Gwalior In New Delhi Vigyan Bhawan. Owing to the special efforts of Union Minister Scindia and the support of Chief Minister Dr Mohan Yadav, Gwalior has secured this historic project. Addressing the gathering, Scindia described the initiative as a landmark achievement for both Madhya Pradesh and India. Scindia stated that the project would significantly advance Prime Minister Narendra Modi’s vision of Atmanirbhar Bharat, Make in India, Digital India, and Viksit Bharat 2047, while positioning India as a global leader in telecom manufacturing. Scindia further noted that, under the leadership of Chief Minister Dr Mohan Yadav, Madhya Pradesh is rapidly emerging as an industrial powerhouse, and the Telecom Manufacturing Zone reflects the state’s progressive and development-oriented vision.


India’s First Telecom Manufacturing Zone to be Developed Across 350 Acres with ₹500 Crore Central Assistance

Union Minister Scindia said that India must transition from being merely a telecom service provider to becoming a global telecom manufacturing powerhouse, and that a strong indigenous ecosystem is essential to achieving this objective. The Telecom Manufacturing Zone represents a major step in that direction. The ambitious project of the Department of Telecommunications will be developed over approximately 350 acres in Gwalior on a state-of-the-art plug-and-play model. The Government of India has approved 100% financial assistance of ₹500 crore for the development of core infrastructure in the first phase. The country’s first Telecom Manufacturing Zone will establish a world-class industrial ecosystem dedicated to telecom manufacturing. The integrated campus will house cutting-edge facilities for the research, design, development, testing, and manufacturing of mobile phones, network equipment, fibre optics, semiconductors, and next-generation 5G and 6G technologies. By bringing the entire telecom value chain under one roof from R&D and design to testing and production, the project will significantly enhance India’s global competitiveness in the telecom sector.

Scindia, highlighting the transformative impact of the project, said that the Telecom Manufacturing Zone is expected to attract investments of up to ₹3500 crore in Madhya Pradesh and generate more than 14,000 employment opportunities. Union Communications Minister further announced that leading companies, including Dixon Technologies, HFCL, and Tejas Networks, will make significant investments in the Telecom Manufacturing Zone, making Gwalior a major destination for high-tech manufacturing and innovation. The project is expected to create over 14,000 jobs, providing high-quality employment opportunities for the youth of the Gwalior-Chambal region and enabling them to build rewarding careers closer to home. To ensure the effective implementation and management of the project, a Special Purpose Vehicle (SPV) will be established with 51% equity participation by the Government of Madhya Pradesh and 49% by the Department of Telecommunications, Government of India, providing a robust institutional framework for investment, execution, and long-term operations.

Concluding the event, Union Minister Scindia said that under Prime Minister Narendra Modi’s vision of Atmanirbhar Bharat, the Telecom Manufacturing Zone is not merely an industrial project but a strong foundation for India’s technological future. Scindia described it as one of the finest examples of cooperative federalism, with the Centre and the State joining hands to establish a project of national significance. Scindia expressed confidence that India must move from being a country dependent on the world to becoming a nation on which the world depends. Scindia said the project would firmly establish Madhya Pradesh as one of India’s leading electronics and telecom manufacturing hubs and would mark a historic milestone in realizing Prime Minister Modi’s vision of transforming India into a global telecom manufacturing powerhouse.
