MoSPI to Host National Summit in Odisha to Strengthen Data-Driven Governance

MoSPI to Hold National Summit on Data Harmonization for Governance in Bhubaneswar on April 29–30

Bhubaneswar, April 27, 2026: The Ministry of Statistics and Programme Implementation (MoSPI) will organise a one and a half day National Deliberative Summit on harmonising administrative data for governance on April 29 and 30 in Bhubaneswar, Odisha. The meeting will bring together representatives from States, Union Territories and other stakeholders to develop a common roadmap for improving data use in policymaking and administration.

The summit follows the 5th National Conference of Chief Secretaries held in December 2025 and aims to build consensus on timelines and action plans for integrating administrative datasets across departments. Officials say the focus will be on making government data more usable, interoperable and suitable for evidence based decision making.

As preparation, a national consultative workshop was held in February 2026 in New Delhi, followed by internal workshops across States and Union Territories in March and April. These sessions involved discussions at the department and field level to understand existing data systems, identify challenges and assess readiness for integration.

Based on feedback, MoSPI has prepared a detailed note for discussion at the summit, focusing on data harmonisation and ecosystem development. The goal is to prioritise key datasets and identify use cases that can deliver immediate governance benefits.

The summit will also discuss creating a structured data architecture supported by existing frameworks such as metadata standards, unique identifiers and data sharing policies. These measures are intended to strengthen coordination between departments and improve the quality and accessibility of administrative data.

Officials said the long term vision includes building an AI ready, unified data ecosystem that reduces manual processes and breaks departmental silos. This is expected to improve public service delivery, resource management and programme targeting.

The event will be attended by senior officials from States and Union Territories, Central Ministries, experts and representatives from international organisations and academic institutions. Discussions will also include presentations on current preparedness and future roadmaps.

The inaugural session will be attended by the Minister of State (Independent Charge) for MoSPI and the Deputy Chief Minister of Odisha.
