Speaking at the CII Delhi State Annual Session 2025–26 and Business Conference organised by the Confederation of Indian Industry in New Delhi, Sood said sustained engagement between policymakers and business leaders would be crucial to support trade expansion, employment generation and overall economic development in the city.
Addressing a session titled “Delhi 2047: Capital of Growth, Innovation & Global Partnerships,” the minister noted that industry representatives have often highlighted challenges related to infrastructure, policy frameworks and land availability that affect business growth in the capital. He said the Delhi government is working toward addressing these issues through policy reforms and structured dialogue with stakeholders.
Sood stated that the government is committed to creating a more supportive environment for businesses by promoting deregulation and introducing reforms aimed at strengthening the ease of doing business in the city. These measures include simplifying processes related to Fire NOC approvals, labour regulations and licensing requirements, particularly in sectors such as hospitality and services.
Highlighting the government’s focus on entrepreneurship and innovation, the minister said an upcoming incubation policy aims to support the startup ecosystem in the capital. Under the proposed plan, the government intends to invest about ₹325 crore over the next five years and help nurture around 5,000 startups by 2035.
He also spoke about efforts to align education with industry needs, noting that the curriculum in Industrial Training Institutes (ITIs) is being updated to ensure students acquire practical skills relevant to emerging industries. According to him, strengthening skill development and industry-oriented training will play an important role in preparing the workforce for future economic demands.
Sood pointed out that the government is exploring ways to extend social security support to workers in the unorganised service sector, which could be included in upcoming policy initiatives.
The minister also highlighted the role of technology in reshaping education in the capital. He said the government plans to expand smart classrooms, digital libraries and ICT labs across government schools so that nearly 18 lakh students studying in these institutions gain access to modern, technology-driven learning.
While acknowledging that land availability remains a structural challenge due to Delhi’s limited geographical area and the involvement of multiple administrative agencies, Sood said the government is open to consultations with stakeholders to develop practical solutions for future urban and economic planning.
Concluding his remarks, the minister stressed that sustained cooperation between government, industry and society will be essential to position Delhi as a global hub for innovation, investment and economic opportunity in the coming decades.
