Government Releases Draft Telecom Rules 2026 to Simplify TV and Radio Broadcasting Regulations

The proposed rules consolidate regulations for TV, DTH, FM Radio, Community Radio, HITS and IPTV under a single framework, allowing existing licence holders to voluntarily migrate while inviting public feedback until July 27, 2026.

The Central Government has released the Draft Telecommunications Rules 2026, proposing a unified regulatory framework for television and radio broadcasting services under the Telecommunications Act, 2023. The move aims to simplify compliance, reduce regulatory complexity, and improve the ease of doing business for broadcasters across India.

The Draft Telecommunications Rules 2026 consolidate several existing policy guidelines into a single rulebook. These include regulations for satellite television uplinking and downlinking, Direct-to-Home (DTH) broadcasting, Headend-in-the-Sky (HITS) services, private FM radio broadcasting, community radio stations, and Internet Protocol Television (IPTV). Bringing all these services under one framework is expected to create greater clarity and consistency for broadcasters.

According to the Ministry of Information and Broadcasting, the proposed framework also provides flexibility for existing licence holders. Broadcasters may voluntarily migrate to the new authorisation system or continue operating under their current licences until they decide to switch. This transition mechanism is intended to ensure that businesses are not disrupted while adopting the new regulatory structure.

Another important objective of the Draft Telecommunications Rules 2026 is to improve the reach of television and radio services across the country. The government has stated that the rules will help expand broadcasting services, including community radio, to remote and rural regions, ensuring better access to information and public services.

The draft rules have been placed in the public domain for stakeholder consultation. The Ministry of Information and Broadcasting has invited comments and suggestions from industry stakeholders, broadcasters and the public until July 27, 2026, before finalising the regulations.

Union Minister for Railways, Information and Broadcasting, and Electronics & Information Technology Ashwini Vaishnaw informed the Lok Sabha that the proposed reforms are aimed at modernising India’s broadcasting ecosystem while making regulatory compliance more transparent and efficient. The Draft Telecommunications Rules 2026 are expected to support a more streamlined, business-friendly and future-ready broadcasting sector.
