To curb ‘Kabootarbazi’ in Haryana, The Haryana Registration and Regulation of Travel Agents Bill, 2024 has been passed today - Home Minister Anil Vij

Chandigarh, February 28, 2024 – Haryana Home Minister Sh. Anil Vij said that to curb ‘Kabootarbazi’ in Haryana, the Haryana Registration and Regulation of Travel Agents Bill, 2024 has been passed today.

He said that this bill passed for establish a framework to ensure the transparency, accountability, integrity of travel agents and to check and curb their illegal and fraudulent activities, safeguarding the interest of resident of the state of Haryana and for the matters connected therewith or incidental thereto.

He said that ‘Kabootarbazi’ has emerged as a serious disease for which this bill has been presented because innocent people were getting trapped and losing everything. Sh. Vij said that to solve the cases of ‘Kabootarbazi’, he formed the SIT-1 headed by the former IPS officer Bharti Arora and they had succeeded in arresting 593 culprits during their tenure and recovered Rs 1 crore 81 lakh 57 thousand 800. After that SIT-2 has been constituted headed by IPS officer Sivash Kaviraj on April 17, 2023. SIT-2 has been arrested 604 culprits so far and recovered Rs 3 crore 3 lakh 4 thousand.

The Home Minister said that ‘Kabootarbazi’ is such a serious disease, there was no law on it in the state. Many young people, trapped in the clutches of fake travel agents, never manage to reach foreign lands as they were promised. For many, their fate remains unknown, while others get stuck through illegal routes, leaving their parents in anguish from behind. Referring to a recent news, he said that he was recently watching a news that the Travel agents had sent youth to Russia, but when they were caught in Russia, they were made to fight in the Ukraine war and today these youth have become trapped there.

Sh. Vij said that today a strict law has been presented in the Assembly so that the future of our youth is safe. He said that under this, a provision has been made for imprisonment of 3 to 10 years and fine of Rs 2 to 5 lakh as well as confiscation of property. He told that now no travel agent can work without registration. Sh. Vij stated regarding the suggestion of the Deputy Chief Minister to freeze the financial transactions of such fake travel agents when making rules, saying that the suggestion of the Deputy Chief Minister is good and will definitely be considered and incorporated.

He informed that yesterday too, in the perspective of guiding the future of youth and society in the right direction, Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Haryana Amendment Bill, 2024 was passed so that youth can be saved from the addiction of drugs and be saved from destruction.

The Haryana Registration and Regulation of Travel Agents Bill, 2024 aims to establish a framework to ensure transparency, accountability, and integrity of travel agents, and to investigate and regulate their illegal and fraudulent activities to protect the interests of the residents of Haryana. The unscrupulous and unregistered travel agents deceive such persons by promising them easy and quick immigration to foreign countries. These agents promise to arrange work visas, work permits, study visa through Offer Letter from Universities and Colleges in foreign countries, but in many cases, they fail to deliver on their promises. In many cases, these agents provide fake Offer Letters and sometimes even form fake or unrecognized Universities or Colleges. They charge exorbitant fees and demand huge amount of money at different stages. Many a time, these agents send innocent persons to foreign countries illegally and such persons are caught and put behind bars by the police of those countries, therefore, there is a dire need to curb the illegal activities of such travel agents.

In the interest of public at large, a legislation i.e. ‘The Haryana Registration and Regulation of Travel Agents Bill, 2024’ to provide for measures to check and monitor the unlawful and fraudulent activities of travel agents and to provide a mechanism to punish such wrong doers as per law and for matters connected therewith and incidental, is necessary.”

Today, The Haryana Honourable Disposal of Dead Body Bill, 2024 have been passed in Vidhan Sabha.
