New Delhi, 7 November 2026 : Chief Minister Rekha Gupta, while extending her warm greetings on the auspicious occasion of Diwali to the people of Delhi, wished for their happiness, peace, prosperity, and well-being. She stated that Diwali is not merely a festival of lamps and lights, but a celebration of hope, faith, togetherness, and new resolves. Associated with the worship of Goddess Lakshmi, this festival conveys the message of service, cooperation, and social responsibility alongside prosperity. “My wish is that the light of Diwali brings happiness, good health, and prosperity to every household in Delhi. No family should be left behind in this journey of development and prosperity,” she said.
The Chief Minister expressed that Delhi is her family, and ensuring a better life, secure future, and dignity for every member of this family is her government’s highest priority. “Taking inspiration from Prime Minister Shri Narendra Modi Ji’s vision of Viksit Bharat (Developed India), we are continuously moving forward towards building a Viksit Delhi (Developed Delhi). Our endeavor is to ensure that the benefits of development reach the last person in society, making Delhi a leading capital of the country equipped with modern amenities, a clean environment, better infrastructure, and economic opportunities,” she added.

The Chief Minister affirmed that her government’s vision is not just to keep Delhi as the national capital, but to transform it into a developed capital boasting modern facilities, robust infrastructure, and a higher standard of living for its citizens. Aligned with Prime Minister Shri Narendra Modi Ji’s vision of Viksit Bharat-2047, a strong foundation for the planned development of the capital is being laid through the Delhi Master Plan 2047. Under this initiative, special emphasis is being placed on the development of housing, transportation, markets, villages, and unauthorized colonies, alongside providing dignified housing to poor families.
Connectivity is being enhanced through the expansion of public transit and modern traffic management systems. Large-scale efforts are also underway to clean the Yamuna River, modernize the sewerage system, ensure the supply of clean drinking water, and resolve waterlogging issues. “Our aim is to connect every area of Delhi to the mainstream of development, provide youth with better education and employment opportunities, and offer every citizen a safe, clean, and convenient life. We aim to build a Delhi where environmental conservation accompanies development, heritage blends with modernity, and social equality coexists with prosperity,” she said.

Economic Empowerment of Women and New Horizons for Daughters

The Chief Minister stated that the festival of Goddess Lakshmi delivers the message of economic prosperity and self-reliance. In line with this spirit, the Delhi Government is initiating the Delhi Lakshmi Yojana to empower women economically by providing an assistance of ₹2,500 every month to eligible women. Meanwhile, through the Delhi Lakhpati Bitiya Yojana, efforts are being made to ensure financial security for daughters right from birth to their education and higher studies.
The Chief Minister remarked that development does not merely mean constructing large projects, but bringing positive transformation into the life of every family. With this objective, the government has notified a new rehabilitation policy reflecting the spirit of ‘Jahan Jhuggi, Wahan Makaan’, aimed at providing dignified pucca houses to eligible slum dwellers. Facilities related to education, healthcare, roads, water, sewage, and public transport are also being consistently fortified.
The Chief Minister called upon the people of Delhi to embrace love, harmony, cleanliness, and environmental protection as an integral part of their lives.
