Karnal, August 10, 2026; Haryana Chief Minister Nayab Singh Saini on Monday unveiled the Haryana MSME Policy 2026, introducing a wide-ranging framework to expand small businesses, strengthen exports and create employment.
Speaking at the launch event in Karnal, the Chief Minister said the new policy has been designed around 60 initiatives aimed at creating a more supportive ecosystem for entrepreneurs and exporters. The government has set a target of attracting investments exceeding ₹55,000 crore and creating more than five lakh employment opportunities through the policy.
A key feature of the policy is the proposed creation of a State Venture Capital Fund to support promising businesses. The government will also introduce a sector-specific Credit Guarantee Fund to improve access to finance for enterprises. Other planned measures include a Land on Lease policy, the Chief Minister First Exporter Incentive Scheme, Haryana Export Centres and a Green Investment Fund.
The state has also enhanced assistance available to exporters. Under the revised policy, annual export freight support per unit has been increased from ₹10 lakh to ₹30 lakh, with the aim of improving the competitiveness of Haryana-based businesses in international markets.
The Chief Minister said Haryana has already recorded more than 15 lakh formal MSME registrations, reflecting the expanding entrepreneurial base in the state. Under the PADMA scheme, around 700 acres are being utilised for the development of 15 industrial parks, creating infrastructure aimed at promoting local enterprise and employment.
The government has further highlighted its broader industrial expansion strategy, noting that nine sector-specific industrial policies have been introduced alongside the Make in Haryana Industrial Policy-2026. Together, these initiatives seek to attract ₹5 lakh crore in fresh investment by 2030-31.
The state is also preparing for the next major investment-focused event, with the Happening Haryana Global Investors Summit-2027 scheduled from April 5 to 7, 2027. The summit is expected to provide another platform for showcasing Haryana’s industrial potential and attracting domestic as well as international investors.
