New Delhi, 30 October 2025: Lok Sabha Speaker  Om Birla today underscored that the rule of law, along with its effective enforcement, is a cornerstone of economic growth and crucial for realizing the vision of a Viksit Bharat by 2047. He was addressing officers of the 77 RR Batch of the Indian Police Service (IPS) during the inauguration of a two-day Appreciation Course organized by the Parliamentary Research and Training Institute for Democracies (PRIDE) in Parliament House Complex.

Birla stated that laws and policies framed by the legislature must be implemented sincerely by young civil servants to ensure their real impact on society. Emphasizing the spirit of the Constitution, he said that it must guide officers in their actions and conduct, reminding them that their service should reflect the values of Baba Saheb Dr. B.R. Ambedkar, the architect of the Constitution.

He noted that the Indian Constitution—crafted after extensive debate in the Constituent Assembly—remains a guiding force for the nation and a document of global admiration for its commitment to justice, liberty, equality, and fraternity.

Giving the mantra of ‘Sewa’ (Service) and ‘Samarpan’ (Dedication) to the young officers, Birla urged them to approach their duties not as obligations but as opportunities to serve with integrity, compassion, and patriotism. Officers who serve with honesty and devotion, he said, gain the trust and respect of the people and experience a unique sense of personal fulfilment.

Highlighting the constitutional values of liberty, equality, and fraternity, Birla urged police officers to prioritize service to the most vulnerable sections of society and ensure justice for all. He reminded them of the immense responsibility and public expectations they carry as guardians of law and order.

Drawing from his long journey in public life, the Speaker stressed the importance of coordination between public representatives, police, and administrative officers to strengthen governance and promote social harmony. He emphasized that police officers must maintain close contact with the people to ensure effective policing and uphold the rule of law.

Commending the growing participation of women in the IPS,  Birla noted that their sensitivity, empathy, and leadership enhance the strength and responsiveness of the police force.

He also urged the officers to keep pace with modern challenges like cybercrime, technology-driven offenses, and disaster management, and to thoroughly study the three new criminal codes enacted by Parliament—to understand both their letter and spirit.

Encouraging a global perspective, Birla highlighted the importance of tackling transnational crimes, terrorism, and cyber threats while upholding the core principle of protecting the innocent and bringing the guilty to justice.

The event was attended by Lok Sabha Secretary-General  Utpal Kumar Singh, who delivered the Welcome Address, and  Gaurav Goyal, Joint Secretary, Lok Sabha Secretariat, who proposed the Vote of Thanks.
