New Delhi, August 6: Prime Minister Narendra Modi on Wednesday inaugurated the newly constructed Kartavya Bhavan at Kartavya Path in New Delhi, a significant addition to the Central Vista redevelopment project. He was accompanied by the Minister of Housing and Urban Affairs, Manohar Lal , during the inspection of the complex.
Kartavya Bhavan-03 is the first in a series of Common Central Secretariat buildings designed to enhance inter-ministerial coordination and streamline administrative efficiency. The facility is part of the government’s vision of modernising governance infrastructure and aligning with its broader administrative reforms.
According to a release from the Prime Minister’s Office (PMO), the project will help phase out outdated buildings like Shastri Bhawan, Udyog Bhawan, and Nirman Bhawan, which were constructed between the 1950s and 1970s and are now inefficient and structurally obsolete.
Built over 1.5 lakh square meters across two basements and seven floors, Kartavya Bhavan-03 will house multiple ministries and departments including:
Home Affairs
External Affairs
Rural Development
MSME
Department of Personnel and Training (DoPT)
Petroleum & Natural Gas
Office of the Principal Scientific Adviser (PSA)
The new building showcases cutting-edge IT infrastructure, including ID card-based access, integrated electronic surveillance, and a central command system. It also promotes sustainability, targeting a GRIHA-4 rating. Features include:
Rooftop solar panels generating 5.34 lakh units annually
Solar water heaters meeting over 25% of daily hot water needs
Rainwater harvesting, zero-discharge wastewater systems, and in-house solid waste management
Use of recycled construction material and dry partitions
Energy-efficient LED lights, smart lifts, and motion-sensor based lighting systems
E-vehicle charging stations
The architectural design uses special glass to minimize heat and noise, while the building is projected to consume 30% less energy than conventional government offices.
PM Modi is scheduled to address a public event on Kartavya Path at 6:30 PM later today.
