States & UTs Gear Up for Manthan Baithak: National Cooperation Dialogue Set for June 30, 2025

High-Level Dialogue to Unify Efforts of Centre and States Towards Strengthening India’s Cooperative Ecosystem and Advancing ‘Sahkar Se Samriddhi’ Vision

NEW DELHI, 28 JUNE: The Ministry of Cooperation, Government of India, is set to host the Manthan Baithak of Cooperation Ministers from all States and Union Territories (UTs) on 30th June 2025 at Bharat Mandapam, New Delhi. The high-level conference will be chaired by Union Home Minister and Minister of Cooperation Amit Shah, bringing together key stakeholders to strategize and synergize for a stronger and more inclusive cooperative sector.

The Manthan Baithak aims to serve as a dynamic platform for reviewing the performance of central schemes, sharing best practices, and fostering a unified vision to advance Prime Minister Narendra Modi’s vision of ‘Sahkar Se Samriddhi’ (Prosperity through Cooperation). Senior officials including Additional Chief Secretaries, Principal Secretaries, and Secretaries from State and UT Cooperation Departments will actively participate in the deliberations.

A central agenda of the Baithak is to assess the progress of flagship initiatives such as the establishment of 2 lakh new Multi-purpose Primary Agricultural Credit Societies (PACS), along with dairy and fisheries cooperatives to enhance last-mile service delivery. A key focus will also be the World’s Largest Grain Storage Scheme under the cooperative sector, designed to ensure food security and empower farmers nationwide.

In light of the “International Year of Cooperatives 2025”, States will share progress under the “Cooperation Among Cooperatives” campaign. The session will also delve into the operational impact of the newly established National Multi-state Cooperative SocietiesNCEL, NCOL, and BBSSL—which are pivotal for boosting exports, organic farming, and quality seed distribution.

The Baithak will further explore transformative reforms such as the computerization of PACS and Registrar Cooperative Society (RCS) offices, along with the creation of a National Cooperative Database to strengthen data-driven policy planning. Discussions will extend to the White Revolution 2.0, support prices for pulses and maize under the Atmanirbharta Abhiyan, and embedding sustainability in India’s dairy ecosystem.

Human resource development will be another key theme, particularly in light of the establishment of Tribhuvan Sahkari University. Financial reforms including the operationalization of the Shared Services Entity for StCBs and DCCBs, and the Umbrella Organization for Urban Cooperative Banks (UCBs), will also be reviewed.

This Manthan Baithak is poised to act as a catalyst for deeper Center-State cooperation, reinforcing the spirit of cooperative federalism to transform grassroots cooperatives into vibrant economic institutions.
