Ukraine is preparing to send a high-level delegation of negotiators to the United States this week to discuss a proposed agreement that would grant the U.S. preferential access to Ukraine’s rare earth mineral deposits. The talks come at a critical juncture, as Washington considers future military and economic assistance to Ukraine amid its ongoing war with Russia.
The proposed deal is reportedly a key condition set by U.S. President Donald Trump for the continuation of American support. Sources familiar with the negotiations say that the agreement would ensure the U.S. has early and significant access to Ukraine’s rare earth resources, which are essential for a range of high-tech industries, including defense, electronics, and renewable energy.
Rare earth elements are considered vital strategic materials, and both the United States and its allies have been seeking ways to diversify supply chains and reduce dependence on China, which currently dominates the global market. Ukraine is believed to possess one of the largest untapped reserves of these minerals in Europe.
For Ukraine, the deal offers both opportunities and challenges.
