In a significant step towards strengthening technology-driven policing, Delhi Police has signed a Memorandum of Understanding (MoU) with the Centre for Development of Telematics, a premier telecom R&D organization under the Government of India. This collaboration aims to leverage indigenous, secure and scalable technological solutions developed by C-DOT to enhance the operational efficiency, secure communications, surveillance, cybersecurity and emergency response capabilities of Delhi Police.
C-DOT has developed a suite of advanced applications that hold immense potential for modern policing. The key solutions and their utility for Delhi Police are as follows:
C-DOT’s Facial Recognition System (FRS) will support identification of suspects, missing persons, and repeat offenders by matching photographs with mobile subscriber databases and other records. The system is expected to significantly strengthen investigation processes, crowd monitoring, and identity verification during law-and-order deployments.
SAMVAD offers a secure platform for one-to-one and group chats, audio/video calls, and official data sharing. It will streamline coordination among various units, districts, and specialized branches, enabling seamless communication during routine operations as well as emergencies.
SAMVAD Prime is a dedicated handset-based secure messaging system designed for sensitive communications. It will be deployed among senior officers and operational teams to ensure confidentiality and integrity during critical operations.
C-DOT Meet is a secure, web-based video conferencing solution that facilitates briefings, inter-unit coordination, and training sessions. Features such as multi-camera access, presentation sharing, and collaborative whiteboards will enhance operational planning and review mechanisms.
The MCX platform enables secure, private, and low-latency communications specifically designed for public safety and emergency operations. It will significantly improve real-time coordination among field officers during large-scale events, disaster response, and law-and-order situations.

This facial recognition-based attendance and access control solution will enhance administrative efficiency by ensuring accurate attendance, preventing proxy marking, and strengthening access control at sensitive police installations.
The Cell Broadcast system will enable dissemination of geo-targeted alerts across mobile devices and public display systems. Delhi Police can utilize this system for public advisories, traffic alerts, missing person notifications, and emergency warnings during contingencies.
Trinetra SOC is an AI-powered integrated cybersecurity platform capable of monitoring endpoints, identifying vulnerabilities, and detecting anomalies. It will strengthen the cybersecurity posture of Delhi Police by protecting IT infrastructure, including the CCTNS ecosystem and other internet-facing systems.
On the occasion, Commissioner of Police, Delhi, Satish Golchha, and CEO, C-DOT, Dr. Raj Kumar Upadhyay, along with Shikha Srivastava, expressed their shared commitment to leveraging indigenous and advanced technological solutions for strengthening policing capabilities.
They emphasized that this collaboration will play a pivotal role in enhancing operational efficiency, ensuring secure communications and building a robust, technology-driven policing ecosystem in Delhi.
