Dehradun, November 9, 2025: Prime Minister Narendra Modi attended the Silver Jubilee Celebration marking 25 years of Uttarakhand’s formation in Dehradun today. On the occasion, he inaugurated and laid foundation stones for multiple infrastructure and welfare projects valued at over ₹8,140 crore, aimed at accelerating the state’s development trajectory.
Addressing the people of Devbhoomi Uttarakhand, the Prime Minister extended his heartfelt greetings and expressed deep reverence for the land’s spiritual and cultural legacy. “The progress Uttarakhand has achieved today fills every individual who once struggled for its creation with immense pride,” he remarked.
PM Modi reflected on November 9 as a historic day that symbolizes the perseverance of the people who fought tirelessly for the creation of Uttarakhand — a vision realized under the leadership of Atal Bihari Vajpayee Ji. He said that the past 25 years have transformed the state into a model of sustainable and inclusive development.
“Seeing the heights Uttarakhand has reached today, it is natural for every person who once struggled for the creation of this beautiful state to feel happy,” the Prime Minister noted, adding that those who love the mountains and cherish the people of this region are filled with joy.
Recalling the early days of the state, PM Modi highlighted the shift from limited resources and financial dependency to a robust and self-reliant economy. “Twenty-five years ago, the state’s budget stood at only ₹4,000 crore. Today, it exceeds ₹1 lakh crore,” he said.
Electricity production has quadrupled, the road network has doubled, and air connectivity has witnessed an extraordinary rise—from 4,000 passengers in six months to the same number in a single day.
He also noted the impressive expansion of educational and health infrastructure, with engineering colleges increasing tenfold and medical colleges rising from one to ten. Immunization coverage, once below 25%, now spans virtually every village. “This is the result of collective effort, inclusive growth, and determination,” the Prime Minister affirmed.
PM Modi inaugurated and laid foundation stones for projects across sectors including education, healthcare, sports, and tourism, which are expected to create new employment opportunities. Among the major initiatives are the Jamrani and Song Dam projects, which will address the drinking water needs of Dehradun and Haldwani, backed by investments exceeding ₹8,000 crore.
The Prime Minister also lauded the digital subsidy initiative introduced by the Uttarakhand government for apple and kiwi farmers, terming it an innovative use of technology for transparency and efficiency.
Calling Uttarakhand “the heartbeat of India’s spiritual life,” PM Modi highlighted sacred pilgrimage destinations such as Gangotri, Yamunotri, Kedarnath, Badrinath, Jageshwar, and Adi Kailash, which attract lakhs of devotees annually. These spiritual circuits, he said, not only deepen faith but also boost the state’s economy.
He noted that over ₹2 lakh crore worth of infrastructure projects are currently in progress, including the Delhi-Dehradun Expressway, the Rishikesh-Karnaprayag Rail Line, and ropeways at Gaurikund-Kedarnath and Govindghat-Hemkund Sahib. “This is indeed the defining era of Uttarakhand’s rise and progress,” the Prime Minister declared.
Envisioning the state’s role in India’s march toward 2047, PM Modi urged the people to dream of a ‘Spiritual Capital of the World’. He proposed linking Uttarakhand’s temples, yoga centers, and wellness institutions with a global network of spiritual tourism, complemented by Ayurveda, naturopathy, and herbal industries.
He emphasized developing each assembly constituency with integrated yoga and Ayurveda centers and transforming border villages into vibrant tourism hubs under the Vibrant Villages Programme. “Imagine tourists relishing local dishes like dubke, chudkani, rot-arsa, ras-bhaat, and jhangore ki kheer in village homestays — that is true cultural diplomacy,” he said.
PM Modi proposed an initiative titled “One District, One Festival” to showcase Uttarakhand’s diverse traditions and local fairs such as Nanda Devi, Jauljivi, Bageshwar’s Uttarayani, Devidhura, and Shravani Melas.
He encouraged the development of horticulture, organic farming, and MSME-based industries and welcomed the growing recognition of local produce through Geographical Indication (GI) tags. He expressed pride in the recognition of Bedu fruit and Badri cow ghee, calling them symbols of the state’s self-reliance and identity.
The Prime Minister praised the “House of Himalayas” brand, which brings Uttarakhand’s local products to global markets through e-commerce platforms. “Such efforts are uniting the state’s farmers, artisans, and entrepreneurs under one identity,” he said.
PM Modi commended the Pushkar Singh Dhami government for implementing bold reforms such as the Uniform Civil Code, anti-conversion laws, and riot control measures, and for taking decisive steps on land encroachment and demographic balance. He appreciated the state’s rapid disaster management response and welfare efforts.
As Uttarakhand enters its next 25-year phase, PM Modi urged the people to define a new vision for development, culture, and prosperity. “The Government of India stands firmly with Uttarakhand in every endeavor,” he assured.
The event was attended by Governor Lt. Gen. (Retd.)Gurmit Singh, Chief Minister Pushkar Singh Dhami, Union MinisterAjay Tamta, and other dignitaries.
The Prime Minister also released a commemorative postal stamp marking 25 years of Uttarakhand’s formation and transferred ₹62 crore to over 28,000 farmers under the PM Fasal Bima Yojana.
Projects inaugurated include the Dehradun Water Supply Scheme (AMRUT), electrical substations, solar power plants in government buildings, and the AstroTurf Hockey Ground at Haldwani.
Foundation stones were laid for the Song Dam Drinking Water Project, Jamrani Dam Multipurpose Project, Women’s Sports College in Champawat, and a modern dairy plant in Nainital.
“When India becomes a developed nation by 2047, my Uttarakhand—my Devbhoomi—will stand proudly prepared,” concluded Prime Minister Modi.
