Varanasi, September 11, 2025 – Prime Minister Narendra Modi welcomed Mauritius Prime Minister Dr. Navinchandra Ramgoolam and his delegation to Varanasi, describing the meeting as “a spiritual union” reflecting centuries-old cultural links between the two nations.

Addressing the media, PM Modi noted that Indian culture reached Mauritius generations ago and continues to enrich Mauritian society. “India and Mauritius are not just partners, we are family,” he said.

Enhanced Strategic Partnership

The two leaders reviewed all aspects of bilateral cooperation and discussed regional and global issues. PM Modi congratulated Mauritius on the historic Chagos Agreement, reaffirming India’s consistent support for decolonization and Mauritian sovereignty.

Special Economic Package

Announcing a Special Economic Package for Mauritius, PM Modi said it will strengthen infrastructure, create jobs, and improve healthcare. Key initiatives include:

  • Establishing an AYUSH Centre of Excellence, a 500-bed Sir Seewoosagur Ramgoolam National Hospital, and a Veterinary School and Animal Hospital

  • Advancing projects such as the Chagos Marine Protected Area, the SSR International Airport ATC Tower, and highway and ring road expansions

“This package is not assistance; it is an investment in our shared future,” he emphasized.

Economic and Energy Cooperation

PM Modi highlighted progress in digital and financial integration, noting the successful launch of UPI and RuPay in Mauritius last year and plans to enable trade in local currencies.
India is also supporting Mauritius’s energy transition by providing 100 electric buses (10 already delivered) and assisting with a 17.5 MW floating solar power plant at Tamarind Falls.

Human Resource & Science Collaboration

Over 5,000 Mauritians have received training in India, with 500 civil servants now undergoing programs in Mussoorie. India will help establish a Directorate of Science and Technology in Mauritius and launch Mission Karmayogi training modules.
Indian institutions like IIT Madras and the Indian Institute of Plantation Management have signed agreements with the University of Mauritius to promote research and innovation.

Maritime Security & Regional Stability

Reaffirming India’s role as a “first responder” in the Indian Ocean, PM Modi pledged continued support for Mauritius’s maritime security, including refitting Coast Guard ships, training 120 officers in India, and a new five-year hydrography cooperation agreement for joint EEZ surveys and navigation charting.

Shared Heritage

The leaders also commemorated the 125th birth anniversary of Sir Seewoosagur Ramgoolam, the father of the Mauritian nation and a key figure in India–Mauritius relations.

“India and Mauritius are two nations, but our dreams and destiny are one,” PM Modi concluded, reaffirming the enduring partnership between the two countries.
