New Delhi, 26 May: Chief Minister Smt. Rekha Gupta chaired a high-level meeting was today at the Delhi Secretariat with all the District Development Committee (DDC) Chairpersons and District Magistrates across the state. The meeting aimed to review ongoing development schemes and accelerate infrastructure and service delivery across the districts. The Chief Minister instructed all officials to ensure real-time progress at the grassroots level and maintain open communication with the public. She said that the DM Office is the cutting-edge face of the government where maximum public dealing takes place. The true measure of development lies in public satisfaction, making transparency and accountability the government’s foremost priorities. She also directed concerned officials to ensure availability of all basic necessities for DDC chairpersons, enabling them for effective redressal of public issues.
The Chief Minister said that today’s meeting was a crucial step toward enhancing administrative efficiency, reforming the working of revenue offices, and implementing strong control over corruption.
She said, “The objective is to build an administrative system that is transparent, accountable, and citizen-friendly. During the meeting, all newly appointed chairpersons shared their perspectives, and there was in-depth discussion on future development initiatives.”
CM Rekha Gupta firmly reiterated the government’s zero-tolerance policy on corruption. She pointed out that previous government showed severe negligence in addressing public grievances. Not only were issues unable to reach the administration, but even when they did, proper resolutions were often lacking.
She asserted that the current government is working with full seriousness and commitment in this regard. During the previous government, revenue offices were ignored—neither basic infrastructure was provided, nor were citizen services prioritized. She stated clearly that such negligence will no longer be tolerated.
CM Rekha Gupta also announced that ‘Mini Secretariats’ will be established in all districts of Delhi, where citizens will be able to access services such as revenue, public grievances, registration, certificates, and licenses under one roof. She has directed all District Magistrates to identify suitable land and prepare proposals for these secretariats. These mini secretariats will serve as a major step toward providing swift and integrated public services at the local level.
During the meeting, CM Smt. Rekha Gupta made a major announcement to strictly enforce administrative responsibility and accountability. She issued clear instructions that attendance of nominated officers from concerned departments will be mandatory in all future DDC meetings. She clearly said that any officer found absent without valid justification will face disciplinary action. She emphasized that it is time to eliminate negligence and procrastination in administrative practices.
“Serving the people is our foremost duty, and the entire administrative machinery must be responsive, sensitive, and accountable,” she said.
In line with giving top priority to timely and effective grievance redressal, CM Rekha Gupta also directed the installation of ‘Complaint and Suggestion Boxes’ in all DM, SDM, and Sub-Registrar offices. Citizens will be able to submit written complaints in these boxes. The monitoring and evaluation of these complaints will be done directly by the Chief Minister’s Office, ensuring that no complaint is ignored and that action is taken in a time-bound manner.
The Chief Minister concluded by stating that the topmost priority of the Delhi government is to ensure convenience and speedy resolution for every citizen at every level of governance. She reaffirmed, “We are fully committed to making the administration transparent, responsive, and people-centric.”
