Directs Suspension of Two Regional Pollution Control Officers Over Improper Operation of STP by Builder

Gurugram, October 2: Haryana Chief Minister Nayab Singh Saini has taken major action based on feedback received from citizens regarding complaints lodged through various channels in Gurugram, fixing accountability of the concerned officials. In a complaint regarding improper operation of a sewage treatment plant (STP) by a builder, the Chief Minister directed that both Regional Pollution Control Officers of Gurugram be suspended. He said that negligence or incorrect reporting at any level in the disposal of citizens’ grievances would not be tolerated and that strict action would be taken against the concerned officials after fixing responsibility.

Chief Minister Nayab Singh Saini was chairing a review meeting on development works being undertaken in Gurugram district at the local PWD Rest House on Friday. Haryana Industries and Commerce Minister Rao Narbir Singh, Pataudi MLA  Bimla Chaudhary, Sohna MLA Tejpal Tanwar, Gurugram MLA  Mukesh Sharma, Chief Principal Secretary to the Chief Minister Rajesh Khullar, Principal Advisor, Urban Development Department, Haryana Government,  D.S. Dhesi, and Advisor to the Chief Minister’s Office for Infrastructure and Engineering Departments Rajiv Yadav were also present at the meeting.

Chief Minister Nayab Singh Saini directed that development plans for Gurugram be prepared keeping in view the city’s rapid expansion and future requirements and that these plans be completed in a time-bound manner. He said that to develop Gurugram as a modern, well-planned city equipped with adequate civic amenities, the existing infrastructure should be strengthened while also properly assessing the requirements of the coming years. The Chief Minister emphasised better roads and traffic management, adequate drinking water, modern residential and commercial facilities, clean and developed markets, expansion of green belts and parks, and strengthening facilities related to sports, recreation and citizen safety.

*Officials Must Work in Proactive Mode for a Clean and Beautiful Gurugram: CM*

Chief Minister Nayab Singh Saini directed that the waste collection system in Gurugram be made more effective and said that a special campaign should be undertaken to ensure regular and systematic collection of waste from different parts of the city. He said that keeping the city clean and beautiful is not only the responsibility of the administration but also a moral responsibility. Officials must work in proactive mode and take necessary measures in advance instead of waiting for problems to arise. He directed that a clear timeline be fixed for the campaign and a daily action agenda be prepared, followed by regular reviews to accelerate the campaign.

Reviewing the disposal of legacy waste at the Bandhwari landfill site, the Chief Minister directed officials to expedite the work in accordance with the prescribed timeline. He directed the concerned agency to set clear targets and ensure their completion within the stipulated time, along with continuous monitoring of the work. The Municipal Commissioner, Gurugram, informed the meeting that disposal of legacy waste at Bandhwari is targeted to be completed by the end of February 2027, against the prescribed deadline of the end of March 2027. The Chief Minister directed that the pace of work be maintained in view of the stipulated timeline and effective monitoring be ensured to complete the target ahead of schedule.

Vehicles Bringing Waste from Delhi to Gurugram to Be Impounded, Heavy Fines Ordered

Chief Minister Nayab Singh Saini directed strict action against vehicles bringing waste from Delhi to Gurugram. He directed police officials to identify and impound such vehicles and impose heavy penalties on those violating the rules. He said that under no circumstances should waste brought from outside be allowed to be dumped in Gurugram and that the concerned departments should ensure effective monitoring through coordination with one another.

Take C&D Waste Issue Seriously, Link Accountability of Concerned Officials with Their ACRs: CM

Chief Minister Nayab Singh Saini described construction and demolition (C&D) waste as a serious challenge to cleanliness and the environment in the city and directed that it be managed effectively. He said that the system for proper collection and disposal of C&D waste needs to be further strengthened to ensure complete protection of public and environmental interests. The Chief Minister directed that the responsibility of the concerned officials associated with this work be fixed, their performance monitored and their accountability linked with their ACRs. He said that there should be no shortcomings in the system and officials must work in a proactive manner. The Municipal Commissioner informed the Chief Minister that the C&D waste management system would be further strengthened within the next seven days.

Review City Bus Service Route Map to Ensure Better Connectivity to Industrial Areas: CM

Chief Minister Nayab Singh Saini reviewed the city bus service in Gurugram and directed a detailed review of the existing route map and road mapping. He said that bus routes should be planned in such a manner that people get convenient public transport connectivity not only to major areas of the city but also to industrial areas. He directed that the expansion plan for the bus service be taken forward as per the prescribed roadmap, with priority given to passenger convenience.

The meeting was informed that 40 electric buses are scheduled to arrive in Gurugram by the end of October. The required infrastructure for their operation has been prepared and a charging station has been established in Sector 48.

Directions to Develop Designated Areas for Zone-Wise Ready-Mix Concrete Plants in Gurugram

Chief Minister Nayab Singh Saini directed officials to prepare a plan for developing designated areas on a zone-wise basis for ready-mix concrete (RMC) plants in Gurugram. He said that as Gurugram continues to expand rapidly, the demand for ready-mix concrete will also increase along with construction activities. Therefore, locations for such plants should be identified in advance and the possibility of leasing these sites to concerned companies should be examined, so that plants are not established in an unplanned manner and compliance with environmental standards is ensured.

The Chief Minister said that a separate arrangement should be planned for each zone and a route map should also be prepared so that vehicles transporting ready-mix concrete reach the designated locations only through prescribed routes. He said that while regulating the movement of vehicles, it should also be ensured that heavy vehicles do not adversely affect the quality of major roads in the city.

Chief Principal Secretary to the Chief Minister Rajesh Khullar said that all vehicles associated with ready-mix concrete should be equipped with GPS and continuously monitored to ensure compliance with designated routes and effective monitoring of the entire system.

*Complete Construction and Rehabilitation of Approved Road Projects on Priority*

Chief Minister Nayab Singh Saini said that road development projects in Gurugram need to be completed at a faster pace. He directed the Municipal Corporation of Gurugram, Gurugram Metropolitan Development Authority, Haryana Shehri Vikas Pradhikaran, Public Works Department, National Highways Authority of India and Haryana State Industrial and Infrastructure Development Corporation to complete all necessary processes and ensure that construction and rehabilitation works for already approved road projects are undertaken on priority. He said that unnecessary delays in road development works should be avoided so that the general public can receive better and smoother commuting facilities on time.

Strict Action Against Officials Submitting False Grievance Disposal Reports

During the meeting, Chief MinisterNayab Singh Saini reviewed complaints lodged by citizens through various channels. The Chief Minister’s Office had obtained feedback from citizens over the phone regarding these complaints. During the review, the Chief Minister sought explanations from the concerned officials regarding the actual status of these complaints. He directed that no negligence or incorrect information in the disposal of grievances would be tolerated. He said that strict action must be ensured against officials submitting false disposal reports on complaints.

Foundation Stone of Project to Convert Gurugram Water Supply Channel into Underground Pipeline to Be Laid in January

With the objective of ensuring uninterrupted water supply in Gurugram, the foundation stone of the project to convert the existing Gurugram Water Supply Channel from an open canal route into an underground pipeline will be laid in January. The project has been proposed over a length of approximately 69.585 kilometres from Kakroi Head to the Basai Water Treatment Plant. The estimated cost of the project is ₹1,993.59 crore, and the stipulated completion period is 30 months. The project aims to ensure uninterrupted water supply to areas of Gurugram.

Construct Canal Road at Dhankot Before Converting Channel into Underground Pipeline: Rao Narbir Singh

Industries and Commerce Minister Rao Narbir Singh said that a canal road should be constructed at Dhankot before the Gurugram Water Supply Channel is converted into an underground pipeline. He said that construction of the canal road in the Dhankot area would provide convenient and safe connectivity to people travelling towards Farrukhnagar, Jhajjar and other areas. He directed officials to accord priority to this requirement in the upcoming course of action for the project so that conversion of the canal into an underground pipeline does not adversely affect public movement and better connectivity is ensured for the people of the area.

The meeting also discussed the progress of various development works related to the city, including Global City. ACS, Irrigation and Water Resources Department, Anurag Agarwal; Principal Secretary, Labour Department,Rajiv Ranjan; Principal Secretary, Public Health and Engineering Department,  Pankaj Yadav; CEO, GMDA,  P.C. Meena; Commissioner and Secretary, Urban Local Bodies Department, Ashok Meena; CP Shivas Kaviraj; MD, HSIIDC,  Vinay Pratap Singh; Deputy Principal Secretary to the Chief Minister, Dr. Yashpal Yadav; Municipal Commissioner, Gurugram, Pradeep Dahiya; MD, DHBVN, Vikram Yadav; DCUttam Singh; Member Secretary, Haryana State Pollution Control Board, Yogesh Kumar; HSVP Administrator,  Vaishali Singh; Municipal Commissioner, Manesar, Pradeep Kumar, and other departmental officers were present at the meeting.
