Philippines- Union Minister of State (Independent Charge) for Skill Development & Entrepreneurship and Minister of State for Education, Jayant Chaudhary, is currently leading a high-level Knowledge Exchange Mission to the Philippines, scheduled from October 20 to October 22, 2025. This mission is being facilitated by the World Bank and aims to foster collaboration between India and the Philippines in areas related to skill development, labour mobility, and effective policy frameworks. Chaudhary’s visit represents India’s commitment to strengthening ties with other countries of the Global South by promoting mutual learning and sharing best practices in human capital development.
The Indian delegation accompanying Chaudhary includes senior officials from the Ministry of Skill Development & Entrepreneurship as well as representatives from several states, including Uttar Pradesh, Madhya Pradesh, Rajasthan, and Telangana. The participation of state representatives ensures that the exchange of knowledge is inclusive and reflects diverse regional experiences and initiatives in skill development. By involving both central and state-level stakeholders, the mission is designed to enable a holistic understanding of global best practices and their potential adaptation in India’s skill development ecosystem.
During the visit, the delegation is scheduled to hold strategic meetings with key Philippine institutions that play a crucial role in workforce development and labour governance. These include the Department of Migrant Workers (DMW), which oversees the welfare of overseas Filipino workers; the Technical Education and Skills Development Authority (TESDA), which implements vocational and technical training programs; the Philippine Statistics Authority (PSA), responsible for data collection and policy research; and the Overseas Workers Welfare Administration (OWWA), which manages support and welfare initiatives for migrant workers. Through these engagements, the Indian delegation will gain insights into innovative approaches to skills training, workforce management, and data-driven policymaking that can enhance India’s ongoing efforts in skill development and entrepreneurship.
The primary objective of this Knowledge Exchange Mission is to encourage collaborative learning between India and the Philippines, while promoting policies that support equitable and sustainable growth. By sharing experiences, challenges, and successful strategies in skill development, both countries can strengthen their human capital frameworks, address labour mobility challenges, and improve workforce readiness in line with global standards. The mission also underscores India’s broader commitment to fostering international cooperation within the Global South, enabling countries to jointly create opportunities for youth empowerment, entrepreneurship, and workforce skill enhancement.
Jayant Chaudhary’s leadership of this delegation highlights India’s proactive approach toward international collaboration in skill development. The knowledge gained and shared during these high-level engagements is expected to inform both national and state-level policies, ensuring that India continues to advance its vision of a skilled, productive, and globally competitive workforce.
