Delhi Government Strengthens Data Privacy Framework Through DPDP Act Workshop

New Delhi, September 02, 2026: The Information Technology (IT) Department, Government of NCT of Delhi (GNCTD), today organised a workshop in consultation with NeGD, MeitY, on the Digital Personal Data Protection (DPDP) Act, 2023, at the Delhi Secretariat, New Delhi. The workshop was presided over by Dr. Pankaj Kumar Singh, Minister (IT), GNCTD, and saw participation from the Secretary (Information Technology) and Special Secretary (Information Technology), Joint Director IT, along with nodal officers and senior functionaries from departments across the Delhi Government.

Addressing the gathering, Minister Dr. Pankaj Kumar Singh emphasised the importance of safeguarding the personal data of citizens in an increasingly digital governance ecosystem. He said that citizens share important personal information with the government through various digital and e-governance services, including for ration cards, caste certificates and other public services, and it is the responsibility of the government to ensure that such data remains protected and secure.

Minister Dr. Pankaj Kumar Singh said, “With the rapid expansion of digital governance, citizens are sharing their personal information through various government services and platforms. Whether it is information related to ration cards, caste certificates or other services, protecting this data and ensuring the privacy of every citizen is our responsibility. The Delhi Government and the IT Department are working towards strengthening this framework so that citizens’ data is safeguarded and their privacy is protected.”

The  Minister said that the Digital Personal Data Protection Act is now in force, and the Delhi Government is working towards ensuring its effective implementation. He said that workshops and capacity-building initiatives are an important step towards sensitising government officers about the responsible collection, handling, storage and protection of personal data.

The role of the IT Department is continuously expanding, both in terms of its responsibilities and the growing scale of digital governance in Delhi, said the Hon’ble Minister. “The IT Department today has a much larger role and greater responsibilities in ensuring efficient, secure and citizen-centric governance. We are strengthening the Department and its capabilities to meet these growing requirements. Unlike earlier times, when adequate attention was not given to strengthening the IT Department, the present Delhi Government is committed to building a robust IT ecosystem capable of supporting the city’s growing digital needs,” he said.

The Secretary (IT) outlined the Department’s roadmap for implementation, including the issuance of a detailed circular on data-handling standards and the designation of Data Protection Nodal Officers in every department. The workshop featured detailed sessions by subject-matter experts on the key provisions of the DPDP Act, including the consent framework, purpose limitation, data minimisation, rights of data principals, obligations of data fiduciaries, and the role of the Data Protection Board of India. The session also included an interactive discussion, enabling officers to raise queries on practical aspects of implementation within their respective departments.

The workshop focused particularly on strengthening awareness regarding the protection of personal data collected and processed through government systems. Officers were sensitised on the need to ensure that citizens’ information is handled responsibly and safeguarded against unauthorised access or misuse. The IT Department reiterated its commitment to supporting all departments of the Delhi Government in achieving smooth and effective compliance with the DPDP Act. Further guidelines, training modules and technical assistance will be provided in a phased manner to strengthen the data protection framework across the Government of NCT of Delhi.
