Neeva Duggal Clears HCS Exam in Second Attempt, Sets Sights on IAS

Daughter of Ex Sirsa MP Sunita Duggal and former DIG Rajesh Duggal, Neeva Duggal clears HCS with 344.60 marks in her second attempt, keeping her IAS dream firmly in focus.

Faridabad: Neeva Duggal, daughter of former Sirsa MP Sunita Duggal and former Deputy Inspector General (DIG) Rajesh Duggal, has cleared the Haryana Civil Services (HCS) 2025 examination in her second attempt, scoring 344.60 marks. Having overcome an initial setback, she is now focused on her larger ambition of joining the Indian Administrative Service (IAS).

The HCS 2025 final results were declared on October 9, 2026. Abhishek Saroha of Sonipat topped the examination with 394.50 marks, followed by Kuldeep with 392.90 marks. Isha Kala secured the third position with 388.60 marks.

Neeva scored 297 marks in the written examination and 47.60 in the interview. She has an impressive record in competitive examinations, having cleared the UPSC Combined Defence Services (CDS) examination twice and qualified for the written stage of the UPSC Civil Services Main examination twice. She was also reportedly an All-India topper in Biology in Class 12. Her journey to success was marked by perseverance. In her first attempt, she narrowly missed qualifying for the HCS mains examination. Undeterred, she continued her preparation and cleared the examination in her second attempt. She has been preparing for the HCS and UPSC examinations while staying in Delhi, with the goal of joining the IAS.

Neeva comes from a family with a background in public service. Her mother, Sunita Duggal, served as an Indian Revenue Service (IRS) officer and Income Tax Commissioner before taking voluntary retirement to enter politics. She won the Sirsa Lok Sabha seat in 2019 by a margin of more than three lakh votes. Earlier, she contested the 2014 Haryana Assembly election from Ratia, losing by 453 votes.

She subsequently lost the 2024 Ratia Assembly election. Neeva’s father, Rajesh Duggal, served in the Indian Police Service (IPS) and held the rank of DIG. Clearing the HCS examination marks a significant milestone in Neeva’s civil services journey. With her sights set on the UPSC Civil Services Examination, she continues to work towards her ambition of becoming an IAS officer.
