Patna, July 30, 2024 : Patna’s District Magistrate has announced a comprehensive investigation into all coaching centres within the district, following the recent deaths of three UPSC aspirants due to flooding at Rau’s IAS coaching centre in Delhi. The directive was issued on Tuesday.
The investigation will involve a detailed assessment of each coaching centre’s facilities, focusing on safety measures, security protocols, and emergency preparedness. The inspection will include checks on the condition of the premises, fire exits, and the effectiveness of emergency provisions. Additionally, the investigation will review the entry and exit points of each centre to ensure they meet safety standards.
This move follows a tragic incident in Delhi’s Old Rajinder Nagar, where three civil service aspirants—Shreya Yadav (Uttar Pradesh), Nivin Dalwin (Kerala), and Tanya Soni (Telangana)—lost their lives when a basement library at Rau’s IAS coaching centre was inundated due to a nearby drain burst on Saturday. The basement, reportedly damaged by the flooding, had a single biometric entry and exit point, which hindered escape efforts.
In related developments, the Ministry of Home Affairs (MHA) has formed a high-level committee to investigate the Delhi incident. The committee will examine the circumstances leading to the flooding, identify responsible parties, and recommend preventive measures. The committee comprises an Additional Secretary from the Ministry of Housing and Urban Affairs (MoHUA), a Principal Secretary (Home) from the Delhi government, a Special Commissioner of Police, a Fire Advisor, and a Joint Secretary from the MHA.
The MHA spokesperson stated, “The committee will inquire into the reasons behind the unfortunate incident, fix responsibility, suggest corrective measures, and recommend policy changes.” The committee is expected to submit its report within 30 days.
In the aftermath of the Delhi incident, the Rau’s IAS coaching centre has been sealed by police as part of the ongoing investigation.
