New Delhi July 29 2024 : Five additional arrests have been made in Delhi following the tragic deaths of three civil service aspirants who drowned in a basement flood at Rau’s IAS Study Circle in Old Rajinder Nagar. The Delhi Police apprehended the basement owners and a driver whose vehicle allegedly damaged the building’s gate, as reported by Deputy Commissioner of Police M Harshavardhan.
This brings the total number of arrests to seven in connection with the incident. The police have vowed to take strict action against those responsible, emphasizing the importance of law and order in the area.
On Sunday, the owner and coordinator of Rau’s IAS Study Circle, Abhishek Gupta and Deshpal Singh, were arrested and charged with culpable homicide, among other offenses. They were subsequently placed in 14-day judicial custody by a Delhi court.
The police have filed an FIR under sections of the Bharatiya Nyaya Sanhita (BNS), including 105 (culpable homicide), 106(1) (death by rash or negligent act not amounting to culpable homicide), 115(2) (punishment for voluntarily causing hurt), and 290 (negligent conduct concerning building maintenance).
The investigation has uncovered multiple lapses by the coaching center’s owner and civic authorities. The Delhi Police have requested a report from the Delhi Fire Services regarding the building and its basement, which was being used as a library but registered as a storeroom.
On the day of the incident, more than 35 people, including students and staff, were trapped in the basement as water poured in following heavy rains. The basement gate, closed at the time, was damaged by the pressure of the incoming rainwater.
The deceased aspirants have been identified as Shreya Yadav (25) from Ghaziabad, Uttar Pradesh, Tanya Soni (25) from Telangana, and Nevin Delvin (24) from Ernakulam, Kerala.
